ดร.พันศักดิ์ เนินทราย ผู้อำนวยการกองวิชาบริการการจราจรทางอากาศ รักษาการในตำแหน่งรองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน เป็นประธานในพิธีเปิดการฝึกอบรมหลักสูตร ICAO Service Provider  Safety Investigation – Operational Incidents (SPSI) ซึ่งดำเนินการฝึกอบรมระหว่างวันที่ 11-15 พฤศจิกายน 2567 รุ่นที่ 2 ณ สบพ. กรุงเทพฯ การฝึกอบรมหลักสูตรนี้ ดำเนินการสอนโดย

1) พล.อ.ท.อนันต์ชัย ทองเจริญ ตำแหน่ง ผู้ทรงคุณวุฒิพิเศษ  กองบัญชาการกองทัพอากาศ

2) นายเกษมสันติ์  บริบูรณ์สมสิน ตำแหน่ง Safety Manager บริษัท ไทย เวียตเจ็ท แอร์ จอยท์ สต๊อค จำกัด และมีผู้เข้ารับการฝึกอบรมจำนวนทั้งสิ้น 15 ท่าน เป็นบุคลากรหน่วยงานด้านการบินภายในประเทศและต่างประเทศ ดังนี้

• 5 ท่าน จาก Uganda Civil Aviation Authority(UCAA) สาธารณรัฐยูกันดา จำนวน
• 3 ท่าน จาก บริษัทแบ๊กส์บริการภาคพื้น จำกัด ประเทศไทย
• 1 ท่าน จาก ExecuJet MRO Services Malaysia Sdn Bhd ประเทศมาเลเซีย
• 1 ท่าน จาก Kenya Civil Aviation Authority(KCAA), สาธารณรัฐเคนยา
• 1 ท่าน จาก Cloud Air Navigations Services ประเทศอัฟกานิสถาน
• 1 ท่าน จาก Air Seychelles ประเทศเซเชลส์
• 1 ท่าน จาก Civil Aviation Authority of Mongolia(CAAM) ประเทศมองโกเลีย
• 1 ท่าน จาก บริษัท บางกอกเอวิเอชั่นเซ็นเตอร์ จำกัด (มหาชน) ประเทศไทย

สำหรับหลักสูตรดังกล่าวฯ มีวัตถุประสงค์ในการพัฒนาความรู้ และทักษะผู้ปฏิบัติหน้าที่สืบสวนอุบัติการณ์ (incident investigation) ซึ่งเป็นส่วนหนึ่งของระบบงานด้านนิรภัยการบิน (SMS) ของหน่วยงานการบินพลเรือน (service providers) ทั้งนี้ หลักสูตรดังกล่าาวฯ นับเป็น หลักสูตร Standardized Training Package (STP) ของ สบพ. ซึ่งเป็นหนึ่งในผลงานของนักพัฒนาหลักสูตรที่ได้การรับรองจาก ICAO (ICAO Qualified Course Developer: IQCD)

Civil Aviation Training Center Thailand is conducting ICAO Service Provider  Safety Investigation – Operational Incidents (SPSI) Batch#2

Dr.Paksak Nernsai, Director of Aeronautical Services Training Division, acting Vice President in Academic Affairs, CATC was a chairman at the classroom-delivery of ICAO Service Provider  Safety Investigation – Operational Incidents (SPSI) opening ceremony. The SPSI is conducted at CATC Thailand, Bangkok, during 11-15 November 2024.

The training session is conducted by expert instructors;

1) AM.Ananchai Thongcharoen, the senior specialist from the Royal Thai Air Force.

2) Mr.Kasemson Boriboonsomsin, Safety Manager from Thai Vietjet Air Joint Stock Company Limited

The session is also included with 15 participants from various aviation sectors;

• 5 participants from Uganda Civil Aviation Authority(UCAA), Uganda
• 3 participants from AOT Ground Aviation Services Co., Ltd., Thailand
• 1 participant from ExecuJet MRO Services Malaysia Sdn Bhd, Malaysia
• 1 participant from Kenya Civil Aviation Authority(KCAA), Kenya
• 1 participant from Cloud Air Navigations Services, Afghanistan
• 1 participant from Air Seychelles, Seychelles
• 1 participant from Civil Aviation Authority of Mongolia(CAAM), Mongolia
• 1 participant from Bangkok Aviation Center Public Company Limited (BAC), Thailand
• 1 participant from Bangkok Helicopter Services Company Limited, Thailand

The SPSI training is designed to equip safety personnel within aviation service providers with the essential knowledge, skills, and attitudes required to proficiently conduct investigations of operational incidents. This is conducted as part of the Safety Management System (SMS) program, in alignment with Thailand’s regulations and ICAO’s provisions.

In addition, this course is the Standardized Training Package (STP) which is one of the achievements of the CATC’s course developers unit (CDU) produced by ICAO Qualified Course Developer (IQCD)
