สถาบันการบินพลเรือน (สบพ.) จัดพิธีลงนามบันทึกความร่วมมือ (MOU) ว่าด้วยความร่วมมือในการพัฒนาบุคลากรด้านการบิน กับ สำนักงานการบินพลเรือนแห่งประเทศมองโกเลีย หรือ Civil Aviation Authority of Mongolia (CAAM) โดยมี นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการสถาบันการบินพลเรือน และ Mr. Turbayar Erdene-Ochir อธิบดีสำนักงานการบินพลเรือนแห่งประเทศมองโกเลีย เป็นผู้ลงนามความร่วมมือ พร้อมด้วย
Mr. Tumur Amarsanaa เอกอัครราชทูตมองโกเลียประจำประเทศไทย คณะผู้บริหารของทั้งสองหน่วยงาน และอาจารย์กองวิชาบริการการจราจรทางอากาศ สบพ. ร่วมเป็นสักขีพยาน เมื่อวันที่ 28 เมษายน 2568 ณ สบพ. กรุงเทพฯ
นางสาวภัคณัฏฐ์ มากช่วย กล่าวว่า ความร่วมมือในครั้งนี้ ทั้งสองฝ่ายมุ่งพัฒนาบุคลากรด้านการบินอย่างยั่งยืน ทันสมัย และเสริมสร้างมาตรฐานความปลอดภัยและประสิทธิภาพในอุตสาหกรรมการบินระหว่างประเทศ โดยยกระดับมาตรฐานสู่ระดับโลก ด้วยการฝึกอบรมและประเมินผลตามสมรรถนะ (CBTA) ซึ่งจะช่วยสนับสนุนภารกิจของ CAAM ได้อย่างมีประสิทธิภาพ ภายใต้ขอบเขตการดำเนินงานร่วมกัน โดย สบพ.จะจัดฝึกอบรมหลักสูตร ATC Basic Training (CBTA) ให้กับนักเรียนจากประเทศมองโกเลีย จำนวน 18 คน ในเดือนมิถุนายน 2568 พร้อมทั้งขยายการฝึกอบรมด้านต่าง ๆ ในอนาคต ตามแผนจัดตั้งและพัฒนาศูนย์ฝึกอบรมร่วม (Joint International Aviation Training Center) ณ ท่าอากาศยาน Buyant-Ukhaa ณ กรุงอูลานบาตาร์ ประเทศมองโกเลีย ประกอบด้วย
1.ด้านการฝึกอบรมนักบินเฮลิคอปเตอร์ ซึ่งเป็นประเด็นสำคัญที่มองโกเลียให้ความสำคัญ เพื่อส่งเสริมการท่องเที่ยวและระบบขนส่งภายในประเทศ
- ด้านการบำรุงรักษาอากาศยาน โดย สบพ. กำลังดำเนินการพัฒนาหลักสูตร ให้ได้รับการรับรองตามมาตรฐาน EASA Part 147 ซึ่งผู้ตรวจประเมินจาก CAAM มีความเชื่อมั่นในคุณภาพมาตรฐานการฝึกอบรมของ สบพ. และอาจนำไปสู่การรับรองร่วมกันในอนาคต โดยไม่จำเป็นต้องตรวจซ้ำ
และ 3. ด้านการฝึกอบรมทักษะภาษาอังกฤษเพื่อการบิน เพื่อพัฒนาความสามารถด้านภาษาสำหรับบุคลากรในอุตสาหกรรมการบินให้มีประสิทธิภาพสอดคล้องกับมาตรฐานสากล
ทั้งนี้ ที่ผ่านมา สบพ. ได้จัดส่งผู้เชี่ยวชาญไปถ่ายทอดวิชาความรู้และประสบการณ์ที่ศูนย์ฝึกอบรมมองโกเลียในด้านต่างๆ โดยเฉพาะด้านการฝึกอบรมด้านการควบคุมจราจรทางอากาศ (ATC) ซึ่งเคยมีความร่วมมือมาแล้วในปี 2564 โดยคณาจารย์ของ สบพ. ได้เดินทางไปฝึกสอนหลักสูตร Aerodrome Control ณ ประเทศมองโกเลีย ระหว่างวันที่ 16 กุมภาพันธ์ – 27 พฤษภาคม 2564 ได้สำเร็จ
“เราจึงมีความภาคภูมิใจ ที่ได้ยกระดับมาตรฐานการฝึกอบรมให้สอดคล้องกับแนวทางสากล ผ่านการจัดการฝึกอบรมและการประเมินผลตามสมรรถนะ (Competency-Based Training and Assessment: CBTA) และยินดีเป็นอย่างยิ่ง ที่หลักสูตร ATC Basic Training (CBTA) ของเรา ได้รับการรับรองอย่างเป็นทางการแล้ว โดยหลักสูตรดังกล่าว จะถูกออกแบบและดำเนินการให้เป็นไปตามมาตรฐานและข้อกำหนดที่เกี่ยวข้องอย่างเคร่งครัด ซึ่ง สบพ.ได้รับการรับรองเป็นองค์กรฝึกอบรมทางด้านการควบคุมจราจรทางอากาศตามข้อกำหนด Part 141 ของข้อบังคับ MCAR จากสำนักงานการบินพลเรือนแห่งประเทศมองโกเลีย และเป็นสมาชิกระดับ Platinum ในโครงการ ICAO TRAINAIR PLUS เพื่อจัดหลักสูตรฝึกอบรมดังกล่าวอย่างมืออาชีพและมีคุณภาพสูงสุด”

The Civil Aviation Training Center (CATC) held the memorandum of understanding (MoU) signing ceremony, regarding the cooperation on the aviation personnel development with the Civil Aviation Authority of Mongolia (CAAM). On the occasion, Miss Pukkanut Makchouy, CATC President, and Mr. Turbayar Erdene-Ochir, Director General of the Civil Aviation Authority of Mongolia (CAAM) were the MoU signatories. Together with H.E. Mr. Tumur Amarsanaa, Ambassador of Mongolia to Thailand, executives from CATC and CAAM, instructors from the Air Traffic Services Division, relevant parties witnessed the MoU signing event, held on April 28, 2025, at CATC, Bangkok.
Miss Pukkanut Makchouy, CATC President, said that due to the cooperation by CATC and CAAM, the 2 organizations were committed to develop aviation personnel with sustainability, along with modernity, and promote the safety standards and efficiency in the international aviation industry by leveraging the standards toward the global standard level, through Competency-Based Training and assessment (CBTA) which would efficiently support the CAAM’s missions, under the scope of mutual operations. CATC would hold the ATC Basic Training-CBTA Course for 18 Mongolian students in June 2025, and extend trainings in other areas in the future, according to the plan on the establishment and development of the Joint International Aviation Training Center. The CATC’s courses would be conducted at Buyant-Ukhaa Airport, in Ulaanbaatar, Mongolia; the courses would involve the areas as below:
- Helicopter pilot training: Mongolia placed importance to helicopters because they would support the tourism sector and its domestic transport systems;
- Aircraft maintenance training (AMT); CATC has been developing AMT courses to be approved and complied with the EASA Part 147 Standards; the CAAM auditors put their trust in the training quality and standards of the CATC and this would lead to the joint approval by CATC and CAAM in the future which would not require re-checking; and
- Aviation English skills training for developing and improving English skills of personnel working in the aviation industry; so, these personnel would be qualified and be able to communicate aviation English efficiently and effectively, conforming to the international standards.
Previously, CATC sent its expert personnel to disseminate aviation knowledge and share experiences in various aspects to participants at the Mongolia Aviation Training Center, especially the air traffic control training (ATC). The cooperation was made in 2021; the CATC instructors went to Mongolia and successfully conducted the Aerodrome Control Course, from February 16-May 27, 2021.
The CATC President said, “We are proud to leverage our training standards to conform to the international standards, and pass the Competency-Based Training and Assessment, or CBTA. It is such a great pleasure that our ATC Basic Training – CBTA Course is officially certified and approved. This Course will be designed and implemented to meet the strict standards and relevant regulations. CATC is an Approved Training Organization, or ATO, in the aspect of air traffic control, according to the Regulation Part 141 of MCAR, by CAAM. Moreover, CATC is the Platinum Member in the ICAO TRAINAIR PLUS Project. As a result, we are able to conduct ATC trainings professionally with the highest quality”.
