ดร.พันศักดิ์ เนินทราย ผู้อำนวยการกองวิชาบริการการจราจรทางอากาศ รักษาการในตำแหน่งรองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน เป็นประธานในพิธีเปิดการฝึกอบรมหลักสูตร ICAO Government Safety Inspector – Personnel Licensing (GSI PEL) ซึ่งดำเนินการฝึกอบรมระหว่างวันที่ 27 พฤษภาคม – 14 มิถุนายน 2567 ณ สบพ. กรุงเทพฯ ร่วมด้วยแขกผู้มีเกียรติจาก ICAO-APAC ได้แก่ Mr. Nazmul Anam
การฝึกอบรมหลักสูตรนี้ ดำเนินการสอนโดย Mr. Benson Mwaura Thiga และ Mr. Sunnie Adoyi ครูผู้เชี่ยวชาญจาก ICAO และมีผู้เข้ารับการฝึกอบรมจำนวนทั้งสิ้น 16 ท่าน ดังต่อไปนี้
– Directorate General of Civil Aviation of Indonesia สาธารณรัฐอินโดนีเซีย จำนวน 3 ท่าน
– Directorate of Airworthiness and Aircraft Operations สาธารณรัฐอินโดนีเซีย จำนวน 1 ท่าน
– สำนักงานการบินพลเรือนแห่งประเทศไทย จำนวน 5 ท่าน
– Civil Aviation Authority of Philippines ประเทศฟิลิปปินส์ จำนวน 4 ท่าน
– Civil Aviation Authority of Vietnam ประเทศเวียดนาม จำนวน 4 ท่าน
รวมถึงMr. Susantha De Silva ซึ่งเข้าร่วมตลอดชั้นเรียนเพื่อทำการ On-the-Job Training Instructor
สำหรับหลักสูตรดังกล่าวฯ มีวัตถุประสงค์การฝึกอบรม เพื่อให้ผู้ตรวจสอบความปลอดภัยด้านการบินในเรื่องใบอนุญาตผู้ประจำหน้าที่ มีพื้นฐาน และทักษะในการกำกับดูแลความปลอดภัยเฉพาะด้าน ตามมาตรฐานและแนวปฏิบัติที่แนะนำของ ICAO (SARPs) และ Model Civil Aviation Regulations (MCARs) ตลอดจนคู่มือแนะนำทางเทคนิคที่เกี่ยวข้อง
Dr.Paksak Nernsai, Director of the Air Traffic Services division acting Vice President in Academic Affairs, CATC, was a chairman at the classroom delivery of the ICAO Government Safety Inspector – Personnel Licensing (GSI PEL) opening ceremony joining with Mr. Nazmul Anam, ICAO-APAC distinguished guests.
The GSI PEL is hosted at CATC Thailand, Bangkok, from 27 May to 14 June 2024. The training session is conducted by Mr. Benson Mwaura Thiga and Mr. Sunnie Adoyi, ICAO experts, with 16 participants from;
– 3 participants from Directorate General of Civil Aviation of Indonesia
– 1 participant from Directorate of Airworthiness and Aircraft Operations from Indonesia
– 3 participants from Civil Aviation Authority of Philippines
– 5 participants from the Civil Aviation Authority of Thailand
– 4 participants from the Civil Aviation Authority of Vietnam
Including Mr.Susantha De Silva who joined the class as On-the-Job Training Instructor.
The GSI PEL Training provides personnel licensing aviation safety inspectors with the competencies required to conduct specific safety oversight functions in accordance with ICAO’s Standards and Recommended Practices (SARPs), Model Civil Aviation Regulations (MCARs), and technical guidance.
