ดร.พันศักดิ์ เนินทราย ผู้อำนวยการกองวิชาบริการการจราจรทางอากาศ รักษาการในตำแหน่งรองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน เป็นประธานในพิธีเปิดหลักสูตร Introduction to Aviation Competency-based Training and Assessment รุ่นที่ 8 ดำเนินการฝึกอบรมเมื่อวันที่ 6 กุมภาพันธ์ 2567 ณ สบพ. กรุงเทพฯ โดยมีผู้เข้ารับการฝึกอบรมจำนวนทั้งสิ้น 19 ท่าน เป็นบุคลากรจาก
– บริษัท บีบีเอ็น แอร์ไลน์ (ประเทศไทย) จำกัด จำนวน 1 ท่าน
– บริษัท เอ็มเจ็ท เมนเทนแนนซ์ จำกัด จำนวน 2 ท่าน
– วิทยาลัยเทคนิคถลาง จำนวน 4 ท่าน
– สถาบันการบินพลเรือน จำนวน 1 ท่าน
– ทุนส่วนตัว จำนวน 11 ท่าน
สำหรับหลักสูตรดังกล่าว มีวัตถุประสงค์ เพื่อให้ผู้เข้ารับการฝึกอบรมเข้าใจในภาพรวม และความรู้พื้นฐานที่จำเป็นเกี่ยวกับการฝึกอบรม และการประเมิน ในรูปแบบการฝึกอบรมด้านการบินแบบฐานสมรรถนะ หรือ Competency-Based ที่สอดคล้องกับมาตรฐาน และกฎระเบียบด้านการบินที่กำหนด โดยมีอาจารย์ผู้เชี่ยวชาญ จำนวน 2 ท่าน จากกองวิชาบริการการจราจรทางอากาศ และกองวิชาช่างอากาศยาน สถาบันการบินพลเรือน ได้แก่ อาจารย์ณัฎฐาวุฑฒิ์ จิรธัมมวัฒน์ และ อาจารย์วรฑา กุลเกียรติประวัติ เป็นวิทยากรในการบรรยายตลอดหลักสูตร
นอกจากนี้การฝึกอบรมดังกล่าว จัดขึ้นเพื่อให้สอดคล้องกับข้อกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) ซึ่งให้ Approved Training Organization (ATO) จะต้องพัฒนาหลักสูตรในรูปแบบฐานสมรรถนะเพื่อขอการรับรองตาม Annex 1 ต่อไป
Dr. Pansak Nernsai, Ph.D., Director of Air Traffic Services Division and Acting Vice President of Academic Affairs, CATC, presided over the opening ceremony for the Introduction to Aviation Competency-based Training and Assessment Course, Class 8; the Course training was conducted on February 6, 2024, at CATC, Bangkok. In the training, there were 19 participants from agencies as follows.
– BBN Airlines (Thailand) Co., Ltd. (1 participant)
– Mjets Maintenance Co., Ltd. (2 participants)
– Thalang Technical College (4 participants)
– The Civil Aviation Training Center (1 participant)
– Personal fundings (11 participants)
The aforementioned Course had main objectives to help participants understand an overview of the Course, and gain essential fundamental knowledge relevant to training and assessment in the form of aviation competency-based training, complying with the aviation standards, rules, and regulations. Throughout the Course, there were 2 expert instructors, as speakers, from the Air Traffic Services Division and the Aircraft Maintenance Training Division, CATC: Instructor Natthawut Jirathammawat, and Instructor Vorrataa Kulkietpravat, gave lectures to the participants.
Moreover, the aforementioned training was held to meet the regulations of the Civil Aviation Authority of Thailand (CAAT) which indicated that the Approved Training Organization (ATO) had to develop and improve courses towards the competency-based training, so the ATO would be able to require the approval and certification according to the Annex 1.
