ดร.พันศักดิ์ เนินทราย ผู้อำนวยการกองวิชาบริการการจราจรทางอากาศ รักษาการในตำแหน่งรองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน เป็นประธานในพิธีเปิดการฝึกอบรมหลักสูตร ICAO Service Provider Safety Investigation – Operational Incidents (SPSI) ซึ่งดำเนินการฝึกอบรมระหว่างวันที่ 22-26 เมษายน 2567 ณ สบพ. กรุงเทพฯ
การฝึกอบรมหลักสูตรนี้ ดำเนินการสอนโดย
1) พล.อ.ท.อนันต์ชัย ทองเจริญ ตำแหน่ง ผู้ทรงคุณวุฒิพิเศษ กองบัญชาการกองทัพอากาศ
2) นายเกษมสันติ์ บริบูรณ์สมสิน ตำแหน่ง Chief (Specialist) กลุ่มงานบริหารระบบความปลอดภัยบริษัท การบิน ไทย จำกัด (มหาชน)
และมีผู้เข้ารับการฝึกอบรมจำนวนทั้งสิ้น 10 ท่าน เป็นบุคลากรหน่วยงานด้านการบินภายในประเทศและต่างประเทศ ดังนี้
– Airport and Aviation Services ประเทศศรีลังกา จำนวน 1 ท่าน
– กรมอุตุนิยมวิทยา จำนวน 1 ท่าน
– บริษัท บริการภาคพื้น ท่าอากาศยานไทย จำกัด จำนวน 2 ท่าน
– บริษัท สยามแลนด์ ฟลายอิ้ง จำกัด จำนวน 2 ท่าน
– บริษัทแบ๊กส์บริการภาคพื้น จำกัด จำนวน 3 ท่าน และ
– สถาบันการบินพลเรือน จำนวน 1 ท่าน
สำหรับหลักสูตรดังกล่าวฯ มีวัตถุประสงค์ในการพัฒนาความรู้ และทักษะผู้ปฏิบัติหน้าที่สืบสวนอุบัติการณ์ (incident investigation) ซึ่งเป็นส่วนหนึ่งของระบบงานด้านนิรภัยการบิน (SMS) ของหน่วยงานการบินพลเรือน (service providers)
ทั้งนี้ หลักสูตรดังกล่าาวฯ นับเป็น STP ฉบับสมบูรณ์เล่มที่ 4 ของ สบพ. ซึ่งเป็นหนึ่งในผลงานของนักพัฒนาหลักสูตรที่ได้การรับรองจาก ICAO (ICAO Qualified Course Developer: IQCD)
Civil Aviation Training Center Thailand is conducting ICAO Service Provider Safety Investigation – Operational Incidents (SPSI)
Dr.Paksak Nernsai, Director of Aeronautical Services Training Division, acting Vice President in Academic Affairs, CATC was chairman at the classroom-delivery of ICAO Service Provider Safety Investigation – Operational Incidents (SPSI) opening ceremony. The SPSI is conducted at CATC Thailand, Bangkok, during 22-26 April 2024.
The training session is conducted by expert instructors;
1) AM.Ananchai Thongcharoen, the senior specialist from the Royal Thai Air Force.
2) Mr.Kasemson Boriboonsomsin, Chief (Specialist), in Safety Management Unit of Thai Airways International Public Company Limited
The session is also included with 10 participants from various aviation sectors;
-1 participant from Airport and Aviation Services (Sri Lanka) Limited
– 1 participant from Thai Meteorological Department
– 2 participants from AOT Ground Aviation Services Co., Ltd.
– 2 participants from Siam Land flying Co., Ltd.
– 3 participants from BAGS Ground Services Co.,Ltd.
– 1 participants from Civil Aviation Training Certer, Thailand
The SPSI training is designed to equip safety personnel within aviation service providers with the essential knowledge, skills, and attitudes required to proficiently conduct investigations of operational incidents. This is conducted as part of the Safety Management System (SMS) program, in alignment with Thailand’s regulations and ICAO’s provisions.
In addition, this course is the Standardized Training Package (STP) which is one of the achievements of the CATC’s course developers unit (CDU) produced by ICAO (ICAO Qualified Course Developer: IQCD).
