เมื่อวันที่ 25 ธันวาคม 2567 สถาบันการบินพลเรือน (สบพ.) จัดการฝึกอบรมหลักสูตรผู้บังคับอากาศยานซึ่งไม่มีนักบินสำหรับผู้เริ่มต้น (Unmanned Aircraft Pilot for the Beginner) รุ่นที่ 8 – รุ่นที่ 12 โดยมี
ดร.พันศักดิ์ เนินทราย รักษาการในตำแหน่งรองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน ผู้อำนวยการกองวิชาบริการการจราจรทางอากาศ เป็นประธานในพิธีเปิด พร้อมด้วย ดร.วราภรณ์ เต็มแก้ว รองผู้ว่าการฝ่ายบริหาร สบพ. นายณัฐชา ลิขิตกิจวรกุล คณะที่ปรึกษารัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม และนายอัศวิน โรมประเสริฐ ประธานกรรมการบริหาร บริษัท อีซี่ 2018 จำกัด ร่วมเป็นเกียรติในพิธี โดยดำเนินการฝึกอบรม ให้แก่เจ้าหน้ากรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช จำนวน 100 คน ทั้งภาคทฤษฎีและปฏิบัติ ระหว่างวันที่ 25 – 26 ธันวาคม 2567 ณ อาคารศูนย์พัฒนาบุคลากรด้านการบิน สถาบันการบินพลเรือน กรุงเทพฯ
ดร.พันศักดิ์ เนินทราย กล่าวว่า สบพ. ได้รับมอบนโยบายจาก ดร.มนพร เจริญศรี รัฐมนตรีช่วย
ว่าการกระทรวงคมนาคม ในการผลักดันนวัตกรรมโดรน หรืออากาศยานที่ไม่มีนักบิน ซึ่งกำลังเข้ามีบทบาทกับประเทศไทยและทั่วโลกมาระยะหนึ่งแล้ว โดยได้ส่งเสริมและสนับสนุนให้ สบพ. ซึ่งเป็นหน่วยงานรัฐวิสาหกิจ และหน่วยงานหลักในการผลิตบุคลากรด้านการบินที่ได้มาตรฐานสากล โดยได้ผลิตหลักสูตรฝึกอบรมอากาศยานไร้ซึ่งไม่มีนักบิน หรือ UAV ขึ้น ให้สอดรับกับความต้องการและการเติบโตทางเศรษฐกิจของประเทศ ภายใต้การใช้งานโดรนในทุกภาคส่วน ทั้งทางวิศวกรรม เกษตรกรรม และการบรรเทาสาธารณภัย
พร้อมเดินหน้าใช้เทคโนโลยีการศึกษา เพื่อผลิตนักบินโดรนมืออาชีพ ภายใต้หลักสูตรที่หลากหลายและครอบคลุม จำนวน 11 หลักสูตร ซึ่งมีเนื้อหาสอดคล้องกับมาตรฐานของสำนักงานการบินพลเรือนแห่งประเทศไทย (CAAT) ซึ่งเป็นผู้ขึ้นทะเบียนโดรนและขออนุญาตทำการบินโดรน โดย สบพ. ได้เปิดรับนักบินโดรนหรือผู้สนใจทั่วไปสมัครเข้ารับฝึกอบรม พร้อมรับประกาศนียบัตรจากสถาบันฯ
สำหรับการฝึกอบรมในครั้งนี้ สบพ. ได้มอบความรู้ให้แก่เจ้าหน้าที่กรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช รุ่นที่ 3 -12 ระหว่างวันที่ 23-26 ธันวาคม 2567 รวมจำนวนทั้งสิ้น 204 คน ดำเนินการฝึกอบรมโดยอาจารย์ สบพ. และผู้เชี่ยวชาญจากบริษัท อีซี่ (2018) จำกัด เพื่อพัฒนาทักษะการบังคับโดรน การวางแผนการบิน และความรู้เบื้องต้นเกี่ยวกับกฎระเบียบ เพื่อให้ผู้รับการอบรม สามารถนำไปประยุกต์ใช้ในภารกิจต่าง ๆ ได้อย่างปลอดภัยและเกิดประสิทธิภาพสูงสุด ซึ่ง สบพ.พร้อมจะสนับสนุนส่งเสริมการพัฒนาบุคลากรด้านการบิน ของกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม รวมทั้งหน่วยงานอื่น ๆ ที่สนใจต่อไป
CATC Holds the “Unmanned Aircraft Pilot for Beginner Course, Class 8-12” to Focus on Producing Drone Pilots for Supporting All Sectors.
On December 25, 2024, the Civil Aviation Training Center (CATC) held the Unmanned Aircraft Pilot for the Beginner Course, Class 8-12.
On the occasion, Dr. Pansak Nernsai, Acting Vice President of Academic Affairs, CATC, and Director of Air Traffic Services Division, presided over the opening ceremony of the aforementioned Course. Together with Dr. Waraporn Temkaew, Vice President of Administrative Affairs, CATC, Mr. Nutcha Likhitkitwoerakul, Advisor to the Minister of Natural Resources and Environment, and Mr. Asawin Romeprasert, Director of Easy (2018) Co.,Ltd., Dr. Pansak Nernsai, honorably attended the ceremony. The Course training was conducted for 100 participants who were personnel from the Department of National Parks, Wildlife and Plant Conservation, including theoretical training and practical training. The aforementioned Course was held from December 25-26, 2024, at the Building of Aviation Human Resource Development Center, Bangkok.
Dr. Pansak Nernsai mentioned that Dr. Manaporn Charoensri, Deputy Minister of Transport, transferred the transport policies to CATC, regarding the propelling of drone innovations or unmanned aircraft which have been playing important roles in Thailand and throughout the world for a while. CATC, a state enterprise and the main organization in producing aviation personnel that met the international standards, was supported and promoted by the Ministry of Transport. In addition, CATC initiated its courses in unmanned aircraft (UA) training, or unmanned aerial vehicle (UAV) training, to meet the needs and the economy growth of the country, under the use of drones in every sector, such as engineering, agriculture, and disaster relief and mitigation. CATC was ready to head toward the adoption of educational technologies; it was ready to produce professional unmanned aircraft pilots (drone pilots) through its 11 diverse courses, covering all aspects of drones. The contents of the CATC courses would comply with the standards set up by the Civil Aviation authority of Thailand (CAAT). The CAAT would take responsibilities, involving drone registration and permission for flying drones; whereas CATC would open opportunities to unmanned aircraft pilots (drone pilots) or people who were interested in flying drones to apply for the relevant trainings and receive the certificates from CATC.
Due to this training, CATC disseminated knowledge to the personnel of the Department of National Parks, Wildlife and Plant Conservation who studied in the Unmanned Aircraft Pilot for the Beginner Course, Class 3-12, from December 23-26, 2024. There were 204 participants in the Course in total. The training was conducted by CATC instructors and the experts from Easy (2018) Co.,Ltd. in order to develop and improve participants’ skills in drone controlling, planning on drone flying, and disseminate fundamental knowledge in rules and regulations. The trained participants would be able to apply knowledge and skills with work and missions with safety and efficiency. In addition, CATC is ready to promote and support the skills development of aviation personnel from the Ministry of Natural Resources and Environment, and other organizations that are interested in the use of drones.
