เมื่อวันที่ 13 ธันวาคม 2567 นางมนพร เจริญศรี รัฐมนตรีช่วยว่าการกระทรวงคมนาคม ลงพื้นที่ตรวจราชการที่ท่าอากาศยานหัวหิน อ.หัวหิน จ.ประจวบคีรีขันธ์ พร้อมด้วยผู้บริหารกระทรวงคมนาคม
หัวหน้าส่วนราชการ หน่วยงานภาครัฐ ภาคเอกชนให้การต้อนรับ และประชุมร่วมกันระหว่างกรมท่าอากาศยาน บริษัทวิทยุการบินแห่งประเทศไทย จำกัด และสถาบันการบินพลเรือน เพื่อรับฟังรายงานแผนการพัฒนาท่าอากาศยานหัวหิน และติดตามความคืบหน้าการจัดหาเฮลิคอปเตอร์ฝึกศิษย์การบิน Robinson R44
โดยในที่ประชุม นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการสถาบันการบินพลเรือน ได้รายงานความคืบหน้าการดำเนินงานตามนโยบายที่สำคัญๆ ตามแผนพัฒนาขีดความสามารถศูนย์ฝึกการบิน หัวหิน ได้แก่ โครงการก่อสร้างอาคารศูนย์ฝึกการบิน ระยะที่ 1 รวมถึงแผนการพัฒนาศูนย์ฝึกการบิน ระยะที่ 2 (ในปี 2569-2571) ซึ่งปัจจุบันโครงการอยู่ระหว่างการประกาศประกวดราคา TOR จ้างก่อสร้างอาคารศูนย์ฝึกการบินหัวหินและสิ่งก่อสร้างประกอบพร้อมครุภัณฑ์วิธีประกวดราคาอิเล็กทรอนิกส์ (ครั้งที่ 3) คาดว่าจะได้ผู้ชนะการประมูลในเดือนกุมภาพันธ์ 2568 และเริ่มก่อสร้างได้ในช่วงเดือนมีนาคม 2568 , ส่วนการจัดหาเฮลิคอปเตอร์เครื่องยนต์เดียวสำหรับฝึก (Single Engine Helicopter for Flight) จำนวน 3 ลำ ตามแผนการจัดหา ปี 2566 -2568 เพื่อสนับสนุนภารกิจของชาติด้านความมั่นคง รวมถึงสนับสนุนภารกิจของภาคเอกชน ตอบสนองการเจริญเติบโตของอุตสาหกรรมการบิน สนับสนุนนโยบาย Aviation Hub ของรัฐบาล นั้น ปัจจุบัน สบพ.ได้รับ เฮลิคอปเตอร์เครื่องยนต์เดียวสำหรับฝึก รุ่น Robinson R44 แล้วจำนวน 1 ลำ ส่วนอีก 2 ลำ จะได้รับในเดือนกุมภาพันธ์ และพฤษภาคม 2568 ตามลำดับ ทั้งนี้ สบพ.ยัง ได้ขอรับการสนับสนุนในเชิงนโยบายเพื่อผลักดันงบประมาณในการจัดหาอากาศยานทดแทนฝูงบิน Diamond DA40 TDI จำนวน 8 ลำ ( ปี2569 -2570 จำนวน 4 ลำ / ปี 2570 – 2571 จำนวน 4 ลำ )
ในโอกาสนี้ นางมนพร ได้มอบนโยบายให้ทั้ง 3 หน่วยงาน ( ทย. / บวท. และ สบพ. ) บูรณาการการทำงานร่วมกันเพื่อยกระดับท่าอากาศยานหัวหิน สู่การเป็นสนามบินนานาชาติ พร้อมทั้งเร่งสร้างศักยภาพของนักบิน รองรับอุตสาหกรรมการบิน โดยจะผลักดันโครงการ 1 นักบิน 1 จังหวัด หรือ 1 ทุน 1 จังหวัด
เพื่อเปิดโอกาสให้เด็กในภูมิภาคได้มีโอกาสเข้ามาศึกษาในสถาบันการบินพลเรือน ซึ่งจะเป็นความร่วมมือกันระหว่างกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรม หรือ อว.กับสถาบันการบินพลเรือน
โดย อว.จะเป็นผู้สนับสนุนงบประมาณหรือทุนการศึกษาให้ ส่วนสถาบันการบินพลเรือนทำหน้าที่เป็นผู้ฝึกสอน
ภายหลังเสร็จสิ้นการประชุม นางมนพรฯ ได้เดินทางไปตรวจเยี่ยม โรงเก็บอากาศยาน ศูนย์ฝึกการบิน เพื่อติดตามการใช้จ่ายงบประมาณของ สบพ. ในการจัดซื้อเฮลิคอปเตอร์สำหรับฝึก Robinson R44
ลำแรกที่ได้รับการจัดสรรเงินงบประมาณแผ่นดินประจำปี 2566-2567 โดยมีผู้บริหาร คณะครู-
การบิน พนักงาน และศิษย์การบิน สบพ. ให้การต้อนรับโดยพร้อมเพรียงกัน พร้อมทั้งกล่าวชื่นชมการทำงาน และให้กำลังใจในการทำงานแก่พนักงาน สบพ. โดยเน้นย้ำว่าตนพร้อมสนับสนุนอย่างเต็มที่ เพื่อให้ สบพ.เป็นหน่วยงานหลักของชาติ ที่ทำหน้าที่ผลิตบุคลากรด้านการบิน และมีส่วนสำคัญในการขับเคลื่อน นโยบายการให้ประเทศไทยเป็นศูนย์กลางการบินในภูมิภาค (Aviation Hub)
CATC Welcomes Mrs. Manaporn Charoensri, Deputy Minister of Transport During the Field Inspection in the Area of Prachuap Khiri Khan Province, and Receives the Transferred Policy, Regarding the 1 Pilot 1 Province Project.
On December 13, 2024, Mrs. Manaporn Charoensri, Deputy Minister of Transport, together with executives from the Ministry of Transport, took a field inspection in the area of Prachuap Khiri Khan Province. Chiefs from government organizations, and agencies in both government and public sector, took an opportunity to welcome the delegates from the Ministry of Transport. In collaboration, a joint meeting was conducted for the Department of Airports (DOA), Aeronautical Radion of Thailand Limited (AEROTHAI), and the Civil Aviation Training of Thailand (CATC); these relevant parties listened to the report on the Hua Hin Airport Development Plan and followed up the progress in the procurement of Robinson 44 Helicopter for training student pilots.
In the meeting, Miss Pukkanut Makchouy, CATC President reported on the progress in the implementations of operations that followed the important policies according to the Hua Hin Flight Training Center Competency Level Development Plan. Implementations were made, involving the Flight Training Center Building Construction Project: Phase 1, and the Flight Training Center Development Plan: Phase 2 (in the year of 2026-2028). At present, the Flight Training Center Building Construction Project is in the progress of bidding announcement, for the preparation of the terms of reference (TOR) for making a contract, with the client, regarding the construction of Hua Hin Flight Training Center Building and its supplementary facilities with durable goods, and the adoption of e-bidding method (the 3rd time). It is expected that the name of the auction winner will be announced in February, 2025, and the actual construction will begin in March 2025. According to the Procurement Plan for the year of 2023-2025, there is a need to procure 3 single-engine helicopters for flight training to support the national missions in the aspect of security, and the missions of the private sector. This would respond to the growth of the aviation industry and support the Royal Thai Government’s Aviation Hub policy. At present, CATC receives 1 single-engine Robinson R44 Helicopter for flight training. The other 2 helicopters will be transferred to CATC in February 2025, and May 2025, respectively. Moreover, CATC asked for support, in terms of policy, in order to propel the procurement budget for buying new aircraft to replace the squadron of old Diamond DA40 TDI Aircraft (8 aircraft) (in the year of 2026-2027: 4 aircraft/in the year of 2027-2028: 4 aircraft).
In this opportunity, Mrs. Manaporn Charoensri, Deputy Minister of Transport transferred the transport policies to 3 organizations (DOA/AEROTHAI and CATC), so they would operate work together with good cooperation to leverage the Hua Hin Airport toward the becoming of the international airport, accelerate the pilot’s potentials and competencies, and support the aviation industry through the propelling of the 1 Pilot 1 Province Project, or 1 Scholarship 1 Province. This was to open opportunities to students in the region to study at CATC. Cooperation would be made between the Ministry of Higher Education, Science, Research and Innovation (MHESI) and CATC. The MHESI would take the roles of supporter in terms of giving budgets or granting scholarships, whereas CATC would take the roles of aviation training organization, or trainer.
After the meeting was finished, Mrs. Manaporn Charoensri, Deputy Minister of Transport, took an inspection visit at the hangar of the Flight Training Center to monitor the CATC’s expenses and budget spent on the procurement of the first Robinson R44 Helicopter for flight training; the Robinson R44 Helicopter was procured through the allocation of the government budget for the fiscal year of 2023-2024. On the occasion, CATC executives, team of flight instructors, staff, and student pilots welcomed Mrs. Manaporn Charoensri, Deputy Minister of Transport. She praised CATC, due to the good work and operations in aviation training, and gave mental support to CATC staff. Furthermore, she highlighted that she was ready to fully support CATC to become the main national organization which would take responsibilities in producing aviation personnel, and playing an important role in propelling the government policy on driving Thailand forward to become the Aviation Hub of the Region.
