สถาบันการบินพลเรือน (สบพ.) ร่วมกับบริษัท การบินไทย จำกัด (มหาชน) ลงนามบันทึกข้อตกลงความร่วมมือทางวิชาการว่าด้วย “การสนับสนุนทุนค่าเล่าเรียนสำหรับหลักสูตรนายช่างภาคพื้นดิน” เพื่อร่วมกันผลิตบุคลากรสายช่างอากาศยานที่มีคุณภาพตามมาตรฐานสากล รองรับการเติบโตอุตสาหกรรมการบิน และสนับสนุนยุทธศาสตร์ประเทศ พร้อมผลักดันประเทศไทยสู่การเป็นศูนย์กลางการบิน (Aviation Hub) ของภูมิภาค โดยมี นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการ สบพ. และนางจันทริกา โชติกเสถียร ประธานเจ้าหน้าที่สายทรัพยากรบุคคล บริษัท การบินไทย จำกัด (มหาชน) เป็นผู้ลงนาม พร้อมด้วยนายเชิดพันธ์ โชติคุณ ประธานเจ้าหน้าที่สายช่าง บริษัท การบินไทย จำกัด (มหาชน) และคณะผู้บริหารจากสองหน่วยงาน ร่วมเป็นสักขีพยาน ในวันที่ 11 ธันวาคม 2568 ณ บริษัท การบินไทย จำกัด (มหาชน) ถนนวิภาวดีรังสิต กรุงเทพฯ
นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการสถาบันการบินพลเรือน กล่าวว่า การลงนามความร่วมมือในครั้งนี้นับเป็นโอกาสอันดีที่จะร่วมกันผลิตบุคลากรด้านการบิน โดยเฉพาะช่างอากาศยาน ที่ปัจจุบันมีความต้องการบุคลากรที่มีคุณภาพและมาตรฐานในสาขาวิชาชีพดังกล่าวจำนวนมาก สบพ. ในฐานะหน่วยงานรัฐวิสาหกิจ สังกัดกระทรวงคมนาคม ทำหน้าที่ผลิตและพัฒนาบุคลากรด้านการบินมากว่า 64 ปี ผ่านการจัดการเรียนการสอนครอบคลุมทั้งภาคอากาศและภาคพื้น โดยมีกองวิชาช่างอากาศยาน (กวช.) เป็นหน่วยงานที่มีภารกิจในการจัดการเรียนการสอนหลักสูตรนายช่างภาคพื้นดิน ที่เน้นทั้งภาคทฤษฎีและภาคปฏิบัติ การทดสอบสมรรถนะวิชาชีพ รวมถึงการฝึกอบรมทบทวนสำหรับการต่ออายุใบอนุญาตนายช่างภาคพื้นดินเพื่อผลิตช่างอากาศยาน ซึ่งได้รับการรับรองเป็นสถาบันฝึกอบรมนายช่างภาคพื้นดินตามมาตรฐานของสำนักงานการบินพลเรือนแห่งประเทศไทย (Aircraft Maintenance Training Organization : AMTO) และได้รับการรับรองมาตรฐานจากองค์การการบินพลเรือนระหว่างประเทศ (ICAO) และอยู่ระหว่างเตรียมความพร้อมขอรับการรับรองเป็นศูนย์ฝึกอบรมช่างซ่อมบำรุงอากาศยานสู่มาตรฐานการบินของสำนักงานความปลอดภัยการบินแห่งสหภาพยุโรป (EASA) สะท้อนให้เห็นถึงความมุ่งมั่นในการพัฒนาบุคลากรที่มีทักษะสูงตามความต้องการของอุตสาหกรรมอากาศยาน เป็นผู้นำด้านการผลิตกำลังคนการบินของประเทศ ตลอดจนความพร้อมในการเชื่อมโยงการศึกษาสู่เวทีแรงงานระดับโลกอย่างแท้จริง
ด้านบริษัท การบินไทย จำกัด (มหาชน) ในฐานะสายการบินหลักของประเทศ มีแผนขยายขีดความสามารถศูนย์ซ่อมบำรุงอากาศยาน ตามแผนขยายฝูงบินเพิ่มเป็น 150 ลำในปี 2576 โดยมีความต้องการช่างอากาศยานที่มีคุณภาพและมาตรฐาน ทำให้การบินไทยต้องเตรียมพร้อมสร้างกำลังคนด้านช่างอากาศยาน เพื่อรองรับการขยายตัวของธุรกิจการบินและการให้บริการตามมาตรฐานสากล ลดปัญหาการขาดแคลนบุคลากรสายช่างที่มีคุณภาพ ทั้งสองหน่วยงานจึงผนึกกำลังร่วมกัน เพื่อการบูรณาการทรัพยากรด้านการศึกษา การฝึกอบรม และการพัฒนาหลักสูตรการซ่อมบำรุงอากาศยาน รวมถึงการจัดการฝึกภาคปฏิบัติในสภาพแวดล้อมการทำงานจริง เพื่อยกระดับสมรรถนะผู้เรียนให้พร้อมเข้าสู่ระบบการทำงานภายใต้บริบทของอุตสาหกรรมการบินยุคใหม่
สำหรับขอบเขตความร่วมมือในครั้งนี้ มีระยะเวลา 5 ปี โดย สบพ.จะทำหน้าที่ดำเนินการจัดการเรียนการสอนหลักสูตรนายช่างภาคพื้นดิน ในระดับเทียบเท่าอนุปริญญา สาขาวิชาช่างเครื่องบิน วิชาเอกเครื่องยนต์แก๊สเทอร์ไบน์ (B1.1,B1.2) และสาขาวิชาช่างเอวิโอนิกส์ (B2) ตามมาตรฐานสากล ระยะเวลาเรียนรวม 2 ปีครึ่ง หรือ 27 เดือน จำนวน 7 เทอม ขณะที่บริษัท การบินไทย จำกัด (มหาชน) สนับสนุนทุนการศึกษาเต็มจำนวน100 % ให้กับนักศึกษาที่ประสงค์จะเข้าศึกษาต่อในหลักสูตร B1.1 มูลค่า 375,850 บาทต่อคนต่อหลักสูตร จำนวนปีละ 28 คน และหลักสูตร B2 มูลค่า 251,250 บาทต่อคนต่อหลักสูตร ปีละประมาณ 10 คน (ซึ่งเป็นทุนแบบมีเงื่อนไขผูกพันและจัดทำสัญญาอย่างเป็นทางการ) เมื่อนักศึกษาที่ได้รับทุน สำเร็จการศึกษาตามหลักสูตรของ สบพ. และผ่านเกณฑ์การประเมินตามที่กำหนดแล้ว จะได้รับการบรรจุเป็นพนักงานของบริษัท การบินไทย จำกัด (มหาชน) ในตำแหน่ง Aircraft Mechanic พร้อมเข้าสู่ช่วงทดลองงาน (Probationary Period) และปฏิบัติงานตามระยะเวลาที่บริษัทกำหนด ซึ่งถือเป็นการการันตีเส้นทางอาชีพ และสร้างความมั่นคงให้แก่นักศึกษาอย่างเป็นรูปธรรม
โดย สบพ.จะดำเนินการประชาสัมพันธ์ รับสมัครและคัดเลือกนักศึกษาที่มีคุณสมบัติตามเกณฑ์ที่สถาบันฯกำหนด ตามแผนการรับสมัครนักศึกษาใหม่ ซึ่งในปีการศึกษา 2569 เปิดรับสมัครตั้งแต่บัดนี้ ถึง พฤษภาคม 2569 เมื่อกระบวนการรับสมัครและคัดเลือกนักศึกษาแล้วเสร็จ สบพ.จะแจ้งไปยัง บริษัท การบินไทย จำกัด (มหาชน) เพื่อเข้ามาพิจารณานักศึกษาที่สนใจโครงการ และมีคุณสมบัติตรงตามเกณฑ์ที่จะได้รับทุนการศึกษาต่อไป

CATC, in Cooperation with Thai Airways International Plc. (THAI), Opened Educational Opportunities to Students by Granting Full Scholarship (100%), in Order to Produce Aircraft Maintenance Engineers and Mechanics for Responding to the Needs in the Aircraft Maintenance, Repair, and Overhaul (MRO) Industry.
The Civil Aviation Training Center (CATC), in cooperation with Thai Airways International Plc. (THAI), signed the memorandum of understanding (MoU) on the academic cooperation, regarding “the supporting and granting of scholarships for students in the Aircraft Maintenance Engineer License (AMEL) Course”, in order to collaboratively produce qualified aircraft maintenance engineering personnel and aircraft mechanics, in accordance with the international standards, for supporting the growth in the aviation industry, and the national strategies. In addition, CATC was ready to push Thailand forward to become the aviation hub of the region. On the occasion, Miss Pukkanut Makchouy, CATC President, Mrs. Chandrika Chotikasthira, Chief Human Resource Officer of Thai Airways International Plc. were the MoU signatories. The MoU signing event was also attended and witnessed by Mr. Cherdphan Chotikhun, Chief Technical Officer of Thai Airways International Plc. The MoU signing event was held on December 11, 2025, at the Thai Airways Head Office, located on Vibhavadi Rangsit Road, Bangkok.
Miss Pukkanut Makchouy, CATC President, mentioned that this MoU signing was considered a great opportunity to cooperatively produce more aviation personnel, especially, aircraft maintenance engineers and mechanics, to meet the demands. At present, there are many increasing needs for qualified personnel who met the professional standards in the field of aircraft maintenance engineering.
CATC, as a state enterprise under the Ministry of Transport, has been producing and developing aviation personnel for more than 64 years, through its instructional management, covering the flight training programmes, and ground training courses. One of the CATC Divisions is the Aircraft Maintenance Training Divisions; it has responsibilities and missions on instructional management for the Aircraft Maintenance Engineer License (AMEL) Course which focuses on theory and practice, professional competency testing, and refresher course for the renewal of AMEL License and the producing of aircraft maintenance engineers and aircraft mechanics. CATC is an approved Aircraft Maintenance Training Organization (AMTO) with competencies for training aircraft maintenance engineers and mechanics, in accordance with the CAAT Standards, and the CATC is certified and approved by the ICAO Standards. Also, it is in the preparational process of the request for the approval of becoming an approved Aircraft Maintenance Training Center, and it is heading toward to meet the aviation standards of the European Union Aviation Safety Agency (EASA). This reflects the CATC’s commitment in developing personnel with high skills, meeting the needs in the aircraft industry. CATC is the leader in producing aviation personnel for Thailand. Also, the organization has promptness and readiness in connecting education with the global workforce market with authenticity.
Thai Airways International Plc. (THAI), as the main airline of Thailand, has planned to extend the competency level of the Aircraft MRO Center according to its fleet extension plan, requiring 150 aircraft within the year of 2033. THAI has increasing demands in qualified aircraft maintenance engineers and mechanics that meet the THAI standards. THAI has to be prepared for producing more personnel in aircraft maintenance in order to support the expansion of aviation businesses and services that conform to the international standards, reduce problems on the shortage of qualified aircraft maintenance personnel. The 2 organizations: CATC and THAI work in cooperation to integrate educational resources, conduct joint-training, develop, and improve courses and programmes in aircraft maintenance training. In addition, CATC has to prepare practical training in the real-life working environment to level up student competencies, so students would be ready for entering the working system, in the context of the aviation industry in the new era.
The scope of this cooperation will take 5 years. CATC would prepare and conduct instructional course in AMEL, equivalent to diploma, in the field of aircraft maintenance engineering, Major in Gas-Turbine Engine (B1.1, B1.2), and Major in Avionics Engineering (B2), in compliance with the international standards. The AMEL Course would take 2 and a half year of study, or accounting to 27 months of 7 semesters. THAI would support qualified students to grant full scholarship at 100%. Each year, THAI would grant scholarships to 28 students from the AMEL Course B1.1. The B1.1 scholarship is worth 375,850 Baht/person/1 course; whereas, THAI would grant scholarships to 10 students from the AMEL Course B2. The B2 scholarship is worth 251,250 Baht/person/1 course (The scholarship would be granted under terms and conditions and contract would be signed officially). After the scholarship-granted students completed the CATC’s Course and passed the assessment criteria, they would become employees of THAI, in the position of aircraft mechanic. They would have to pass the probationary period and operate work in a duration, determined by THAI. Studying at CATC can guarantee students on their career paths, and create stability and security in a concrete way.
CATC would publicize its new student admission and select qualified students according to the CATC’s criteria and plan to study at CATC. In the 2026 Academic Year, the CATC would open for new student application from now on to May 2026. After the CATC’s admission and selection procedure are completed, the CATC will inform THAI; and THAI will consider qualified students who meet the criteria for receiving scholarships.
