ในวันที่ 1 มกราคม 2567 สถาบันการบินพลเรือน (สบพ.) รัฐวิสาหกิจสังกัดกระทรวงคมนาคม เป็นสถาบันเฉพาะทางด้านการบินที่ได้รับการรับรองจากองค์การการบินพลเรือนระหว่างประเทศ (International Civil Aviation Organization: ICAO) ในฐานะสมาชิกโครงการ ICAO TRAINAIR PLUS ระดับ Platinum ซึ่งเป็นระดับสูงสุดของโครงการเป็นแห่งแรกและแห่งเดียวในประเทศไทย
โครงการ ICAO TRAINIAIR PLUS เป็นโครงการส่งเสริมสมรรถนะในการพัฒนาบุคลากรด้านการบินที่ดำเนินการโดยหน่วยงาน Global Aviation Training (GAT) สังกัดภายใต้องค์การการบินพลเรือนระหว่างประเทศ (International Civil Aviation Organization: ICAO) โดยสถาบันการบินพลเรือนได้เข้าร่วมโครงการ TRAINAIR PLUS ตั้งแต่ปี 2555 เริ่มจากการเป็นสมาชิกระดับ Associate Member และได้พิสูจน์สมรรถนะด้านการพัฒนาหลักสูตรฝึกอบรมตามมาตรฐานของ ICAO (Standardized Training Packages: STP) สำเร็จ และได้รับการเลื่อนระดับขึ้นเป็น Full member เมื่อปี 2558 ต่อมาในปี 2564 ได้รับการยกระดับให้เป็นสมาชิกระดับ Regional Training Centres of Excellence (RTCE) ถือได้ว่าเป็น 1 ใน 21 สมาชิกระดับ RTCE ทั่วโลก หรือเป็น 1 ใน 6 สถาบันฝึกอบรมด้านการบินจาก 5 ประเทศในภูมิภาคเอเชียแปซิฟิก ที่เป็นสมาชิกในระดับ RTCE ร่วมกับ ประเทศจีน อินเดีย เกาหลีใต้ และสิงคโปร์
Global Aviation Training (GAT), ICAO โดย Mr. Diego Martinez (Chief of GAT) ได้ส่งจดหมายถึงสมาชิกโครงการ TRAINAIR PLUS เพื่อแจ้งแผนการบังคับใช้ Framework ใหม่ ผ่านเอกสาร Implementation Plan for the New TRAINAIR PLUS Programme (TPP) Framework โดยให้เหตุผลถึงการเปลี่ยนแปลงเกณฑ์การประเมินระดับนี้ไว้ว่า เกณฑ์การประเมินใหม่นี้มุ่งเน้นไปที่ศักยภาพการจัดฝึกอบรมและการพัฒนาทรัพยากรมนุษย์ของประเทศสมาชิก เนื่องจากต้องการผลักดันให้บุคลากรด้านการบิน ได้รับการฝึกอบรมที่เป็นมาตรฐานสากลของ ICAO ซึ่งสถาบันการบินพลเรือน สามารถจัดฝึกอบรมและดำเนินกิจกรรมที่เกี่ยวข้อง จนได้รับคะแนนสะสมตามเกณฑ์ที่กำหนด ส่งผลให้ในวันที่ 1 มกราคม 2567 สถาบันการบินพลเรือน ได้รับการรับรองสถานะสมาชิกโครงการ TRAINAIR PLUS ในระดับ Platinum ได้สำเร็จ
ความสำเร็จครั้งนี้ นับเป็นเรื่องน่ายินดีและนำความภาคภูมิใจมาสู่วงการการบินของประเทศไทยในฐานะที่เป็นสถาบันหลักในการผลิตและพัฒนาบุคลากรการบินของประเทศที่มีมาตรฐานสากล สามารถผลิตบุคลากรการบินให้มีความชำนาญ เข้าไปปฏิบัติงานในอุตสาหกรรมการบินทั้งในประเทศและต่างประเทศ อันจะส่งเสริมภาพลักษณ์และสร้างความเชื่อมั่นทางด้านการบินให้กับประเทศไทยในการเป็นศูนย์กลางในการผลิตบุคลากรด้านการบินในภูมิภาคเอเชียแปซิฟิกต่อไป
On January 1, 2024, the Civil Aviation Training Center (CATC), a state enterprise operating under the Ministry of Transport which was a specialized aviation training center, was certified by the International Civil Aviation Organization (ICAO) as the ICAO TRAINAIR PLUS Platinum Member. This membership status, Platinum Member, is considered the highest level. CATC is the first and the only aviation training center in Thailand which obtains the Platinum Membership status.
The ICAO TRAINAIR PLUS Project was conducted to promote the competency of the aviation personnel development which was implemented by the Global Aviation Training (GAT) Organization, under the International Civil Aviation Organization (ICAO). CATC joined the TRAINAIR PLUS in 2012, starting from being the Associate Member. Later, CATC was proven to have successful competency in the course and program development in accordance with the ICAO Standards (Standardized Training Packages: STP), so it was promoted to become the Full Member in 2015. In 2021, CATC was leveraged to become the Regional Training Centres of Excellence (RTCE) Member; it was considered 1 of the 21 RTCE Members at the global level, 1 of the 6 aviation training institutes selected from 5 countries in the Asia-Pacific Region, having the RTCE membership experiences, similar to China, India, South Korea, and Singapore.
On behalf of the Global Aviation Training (GAT) Organization, ICAO, Mr. Diego Martinez (Chief of GAT) sent letters to the TRAINAIR PLUS Members to announce the plan on the enforcement of the new framework via the document on the Implementation Plan for the New TRAINAIR PLUS Programme (TPP) Framework. The reasons behind the changes in the evaluation criteria at this level indicated that the new evaluation criteria focused on the competency in the training conduct and human resources development in the member countries. There was a need to push the aviation personnel forward in terms of training them in the courses or programs that met the ICAO International Standards. CATC was able to conduct trainings and implement relevant activities to reach the accumulated points according to the criteria. As a result, on January 1, 2024, CATC’s membership status was successfully certified as the TRAINAIR PLUS Platinum Membership.

This CATC’s success was a pleasure which brought honor and pride to the field of aviation of Thailand, as CATC was the main aviation institute that had main responsibilities to produce and develop the country’s aviation personnel that met the international standards. CATC was able to produce aviation personnel with expertise, to be ready to work in the aviation industry at the domestic and international levels; this would promote the good images and build up trusts in the aviation of Thailand, supporting Thailand to become the aviation personnel producing hub in the Asia-Pacific region.

Dangerous Goods Regulations (Virtual Classroom) และหลักสูตร Airport Passenger Services (Virtual Classroom)
CATC, by the Aviation Science Division, held the Basic Dangerous Goods Regulations Course (Virtual Classroom), from January 3-5, 2024, and the Airport Passenger Services Course (Virtual Classroom), from January 8-11, 2024. On the occasion, Dr. Waraporn Temkaew, Ph.D., Director of the Aviation Science Division, presided over the aforementioned courses. There were 26 Course participants who were personnel working at Bokeo International Airport, located in Lao People’s Democratic Republic.
The Courses’ objectives were to promote knowledge, and create understandings in the control of dangerous goods transported by air, so the personnel, working in the section of dangerous goods control management: safe transport of dangerous goods by air, would be able to operate work correctly in compliance with the procedure following the control standards due to the Annex 18: The Safe Transport of Dangerous Goods by Air, and Annex 9 Facilitation. In addition, the Courses also promoted knowledge and operational skills in the facilitation for air transport among personnel who would provide services at the airport, so they would operate work correctly due to the determined procedure. The Course participants would be able to use and apply knowledge for the development and adaptation with efficiency, and the optimization of working advantages.
