ดร.อุสาห์ ต่อเทียนชัย รองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน เป็นประธานในพิธีเปิดหลักสูตร Introduction to Aviation Competency-based Training and Assessment รุ่นที่ 11 เป็นบุคลากรจากบริษัท พัทยา เอวิเอชั่น เทรนนิ่ง เซ็นเตอร์ จำกัด จำนวนทั้งสิ้น 20 ท่าน ดำเนินการฝึกอบรมเมื่อวันที่ 23 เมษายน 2568 ณ บริษัท พัทยา เอวิเอชั่น เทรนนิ่ง เซ็นเตอร์ จำกัด กรุงเทพฯ
สำหรับหลักสูตรดังกล่าว มีวัตถุประสงค์ เพื่อให้ผู้เข้ารับการฝึกอบรมเข้าใจในภาพรวม และความรู้พื้นฐานที่จำเป็นเกี่ยวกับการฝึกอบรม และการประเมิน ในรูปแบบการฝึกอบรมด้านการบินแบบฐานสมรรถนะ หรือ Competency-Based ที่สอดคล้องกับมาตรฐาน และกฎระเบียบด้านการบินที่กำหนด โดยมีอาจารย์ผู้เชี่ยวชาญ จำนวน 2 ท่าน จากกองวิชาบริการการจราจรทางอากาศ และกองวิชาช่างอากาศยาน สถาบันการบินพลเรือน ได้แก่ อาจารย์ณัฎฐาวุฑฒิ์ จิรธัมมวัฒน์ และ อาจารย์วรฑา กุลเกียรติประวัติ เป็นวิทยากรในการบรรยายตลอดหลักสูตร
นอกจากนี้การฝึกอบรมดังกล่าว จัดขึ้นเพื่อให้สอดคล้องกับข้อกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) ซึ่งให้ Approved Training Organization (ATO) จะต้องพัฒนาหลักสูตรในรูปแบบฐานสมรรถนะเพื่อขอการรับรองตาม Annex 1 ต่อไป
Dr. Usa Torteanchai, Vice President for Academic Affairs, CATC, presided over the opening ceremony for the Introduction to Aviation Competency-Based Training and Assessment Course, Class 11. In the Course, there were 20 participants, in total, who were personnel from Pattaya Aviation Training Center Company Limited. The Course training was conducted on April 23, 2025, at Pattaya Aviation Training Center Company Limited, Bangkok.
The Course had main objectives to help participants understand the whole picture of aviation competency-based training and assessment, and acknowledge the essential fundamental knowledge in training and assessment in the competency-based form, conforming to the aviation standards, rules, and regulations. Throughout the Course, there were 2 expert instructors from the Air Traffic Services Division, and Aircraft Maintenance Training Division, CATC, gave lectures to participants; the 2 instructors were Mr. Natthawut Jirathammawat, and Mr. Vorrataa Kulkeitpravat.
In addition, the training in the Course was conducted to conform to the regulations issued by the Civil Aviation Authority of Thailand (CAAT); the CAAT regulations indicated that the Approved Training Organization (ATO) had to develop and improve its courses in the competency-based form for approval according to Annex 1.
