ดร.พันศักดิ์ เนินทราย รองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน (สบพ.) พร้อมด้วยคณะผู้บริหารคณาจารย์ สบพ. ให้การต้อนรับ นาวาอากาศเอก(พิเศษ) ภาณุวัตร เรืองประยูร รองผู้อำนวยการสำนักนโยบายและแผน กรมกิจการพลเรือนทหารอากาศ กองทัพอากาศ รวมทั้งคณะครู อาจารย์ ผู้เข้ารับการศึกษาหลักสูตรเจ้าหน้าที่กิจการพลเรือนและประชาสัมพันธ์ รุ่นที่ 9 กรมกิจการพลเรือนทหารอากาศ จำนวน 40 คน ในโอกาสเข้ารับฟังการบรรยายสรุปภารกิจ สบพ. รวมถึงรับฟังการถ่ายทอดความรู้และชมการสาธิตด้านการปฏิบัติงานของผู้บังคับอากาศยานซึ่งไม่มีนักบินในระยะสายตาสำหรับการบรรเทาสาธารณภัย ในวันที่ 20 กุมภาพันธ์ 2569  ณ สบพ. กรุงเทพฯ

ทั้งนี้ คณะฯ ได้รับฟังการบรรยายเกี่ยวกับกฎหมายการบินโดรนต่าง ๆ ในประเทศ โดย จ.ท.ชาติชาย เจริญสุข ครูวิชาภาคพื้น ประจำกองวิชาบริการการจราจรทางอากาศ สบพ. และบรรยายความรู้พร้อมชมการสาธิตการปฏิบัติงานของผู้บังคับอากาศยานซึ่งไม่มีนักบินในระยะสายตาสำหรับการบรรเทาสาธารณภัย จากคุณอัศวิน โรมประเสริฐ ประธานกรรมการบริษัท อีซี่ 2018 จำกัด และนายกกิตติมศักดิ์สมาคมตอบโต้ภัยพิบัติประเทศไทย โดยการศึกษาดูงานในครั้งนี้คณะฯ สามารถนำแนวทางการใช้เทคโนโลยี UAV มาประยุกต์ใช้ต่อการปฏิบัติงานประชาสัมพันธ์ เช่น การถ่ายทอดภารกิจอากาศยานซึ่งไม่มีนักบินในระยะสายตาสำหรับการบรรเทาสาธารณภัย การรายงานสถานการณ์
อันเป็นการเสริมสร้างศักยภาพในการเผยแพร่ข้อมูลข่าวสารได้อย่างถูกต้องและมีประสิทธิภาพต่อไปได้

CATC Disseminates Knowledge and Demonstrates the Use of “Drones for Relieving Sufferings from the Natural Disasters” to the Personnel from the Directorate of Civil Affairs of the Royal Thai Air Force (RTAF).

Dr. Pansak Nernsai, Vice President of Academic Affairs Section, CATC, together with CATC executives and instructors, took an opportunity to welcome (Senior) Group Captain Panuwat Ruangprayoon, Deputy Director of the Office of Policy and Planning, under the Directorate of Civil Affairs, the Royal Thai Air Force (RTAF) and his entourage, comprising of 40 delegates, including teachers, instructors, and participants of the Civil Affairs and Public Relations Officers Course, Class 9, from the Directorate of Civil Affairs, the Royal Thai Air Force (RTAF), in the event of briefings on the CATC’s missions. In addition, relevant parties listened to the knowledge dissemination and viewed the demonstration on the operations of unmanned aircraft pilot – visual line of sight for disaster mitigation and relief. The aforementioned welcoming and knowledge disseminating event was held on February 20, 2026, at CATC, Bangkok.

Also, the entourage listened to the lecture on the laws, rules, and regulations on drones flying in the country, at domestic level. On the occasion, Corporal Chartchai Charoensook, Ground Instructor, from the Air Traffic Services Division, CATC, disseminated knowledge, followed by Mr. Asawin Romeprasert, Director of Easy (2018) Company Limited, demonstrated the operations of unmanned aircraft pilot – visual line of sight for disaster mitigation and relief, and Honorary President of Disaster Response Associations Thailand (D.R.A.T.). According to the study visit, the RTAF delegates were able to apply the use of Unmanned Aerial Vehicle (UAV) Technology in use, involving operations on public relations, such as the broadcast of showing the missions and operations of unmanned aircraft pilot – visual line of sight for disaster mitigation and relief, and the reporting of situations. This would strengthen and promote competencies and potentials in terms of correct and efficient dissemination of news and information.
