นางมนพร เจริญศรี รัฐมนตรีช่วยว่าการกระทรวงคมนาคม เปิดเผยว่า สถาบันการบินพลเรือน (สบพ.) ได้รับการรับรองหลักสูตรการฝึกอบรม “นายช่างภาคพื้นดิน” เพิ่มเติมอีก 2 หลักสูตร ได้แก่ B1.1 Basic Bridging Course และ B1.3 Basic Bridging Course จากสำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) ซึ่งเป็นการยืนยันถึงศักยภาพของ สบพ. ในการยกระดับมาตรฐานการผลิตบุคลากรซ่อมบำรุงอากาศยานของประเทศ ให้มีความพร้อมรองรับการเติบโตของอุตสาหกรรมการบินและการขับเคลื่อนไทยสู่การเป็น Aviation Hub ในระดับภูมิภาค
หลักสูตรที่ได้รับการรับรองครั้งนี้ เพื่อรองรับการเทียบโอนใบอนุญาตผู้ประจำหน้าที่นายช่างภาคพื้นดินตามประกาศ กพท. ล่าสุด และข้อกำหนด TCAR PEL Part-66 โดยเฉพาะผู้ถือใบอนุญาตเดิมที่มีความประสงค์จะเทียบโอนเป็นใบอนุญาตมาตรฐานใหม่ประเภท B1.1 (เครื่องบินเครื่องยนต์กังหันก๊าซ) และ B1.3 (เฮลิคอปเตอร์เครื่องยนต์กังหันก๊าซ) ซึ่งเป็นไปตามภาคผนวก ข แนบท้ายประกาศสำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) เรื่อง หลักเกณฑ์และวิธีการเทียบโอนคุณสมบัติของผู้ถือใบอนุญาตนายช่างภาคพื้นดิน และหลักเกณฑ์และวิธีการทดสอบความรู้และความชำนาญของผู้มีความชำนาญที่ประสงค์ขอรับใบอนุญาตนายช่างภาคพื้นดิน พ.ศ. 2567 ให้สามารถพัฒนาศักยภาพและต่อยอดวิชาชีพได้อย่างต่อเนื่อง
ด้านนางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการ สบพ. กล่าวว่า สบพ. มุ่งมั่นในการยกระดับหลักสูตรให้ทันต่อการเปลี่ยนแปลงของกฎหมายและมาตรฐานการบิน โดยเฉพาะการฝึกอบรมช่างอากาศยาน ซึ่งถือเป็นหัวใจสำคัญของความปลอดภัยในการเดินอากาศ สบพ. ยังคงเดินหน้าพัฒนาหลักสูตรอย่างเป็นระบบ และได้รับการรับรองจาก กพท. เป็นแห่งแรกของประเทศ (หมายเลขใบรับรอง MTO-0001) ปัจจุบัน สบพ. เปิดฝึกอบรมหลักสูตร “นายช่างภาคพื้นดิน” ใน 2 สาขาวิชา ได้แก่ สาขาวิชาช่างเครื่องบิน วิชาเอกเครื่องยนต์แก๊สเทอร์ไบน์ (B1.1, B1.2) และสาขาวิชาช่างเอวิโอนิกส์ (Avionics) (B2) ภายใต้ความร่วมมือกับสถานประกอบการด้านการซ่อมบำรุงอากาศยานชั้นนำของประเทศ นักศึกษาในหลักสูตรจะได้ฝึกปฏิบัติในสภาพแวดล้อมจริงบนอากาศยานจริง
การรับรองหลักสูตรล่าสุดจึงนับเป็นอีกหนึ่งก้าวสำคัญของ สบพ. ในการยืนยันถึงความเชี่ยวชาญและมาตรฐานการฝึกอบรมระดับสูง ตอกย้ำบทบาทผู้นำในการพัฒนากำลังคนด้านการบินที่มีคุณภาพ สนับสนุนอุตสาหกรรมการบินของไทยให้เติบโตอย่างมั่นคงและยั่งยืน
Mrs. Manaporn Charoensri, Deputy Minister for Transport, revealed that the Civil Aviation Training Center (CATC) was approved by the Civil Aviation Authority of Thailand (CAAT) in terms of its 2 additional “Aircraft Maintenance Engineer License (AMEL)” Courses, comprising of B1.1 Basic Bridging Course, and B1.3 Basic Bridging Course. The approval from the CAAT confirmed the competencies of CATC in leveraging the standards, regarding the producing of aircraft maintenance personnel of the country, in order to be ready for supporting the growth in the aviation industry and driving Thailand to become the aviation hub of the regional level.
The approved Courses were conducted for supporting the transferal of the Aircraft Maintenance Engineer License (AMEL) Personnel License, conforming to the recent announcement by the CAAT, and the TCAR PEL Part-66. Particularly, the previous personnel license holders who desired to change their old personnel licenses to the new personnel licenses, according to the new personnel license standards, regarding the License B1.1 (Gas-Turbine Engine Aeroplane) and the License B1.3 (Gas-Turbine Engine Helicopter) would benefit from the approved Courses. This was conformed to the Annex Khor (Annex 2), followed the announcement by the Civil Aviation Authority of Thailand (CAAT), regarding the criteria and method of the transferal of AMEL holder qualifications, and the criteria and method of the skill test (knowledge and expertise) for expert personnel who required to earn the AMEL Certificate, B.E. 2567 (2024); therefore, the personnel would be able to improve and develop competency and extend the professional aspect continually.
In addition, Miss Pukkanut Makchouy, CATC President, stated that CATC was committed to leverage its courses and programs to be ready for coping with the situational changes in terms of laws and aviation standards, involving the aircraft maintenance engineer and mechanic training, in particular. Aircraft maintenance engineering is considered the heart of air navigation safety. Moreover, CATC has been moving forward to develop and improve its courses systematically, and the CATC is the first aviation training organization in the country which is certified and approved by the CAAT (under the Certification No. MTO-0001). At present, CATC opens its “Aircraft Maintenance Engineer License (AMEL) Course”, in the 2 fields of study, comprising of Aircraft Engineering with Gas-Turbine Engine Major (B1.1, B1.2), and Avionics (B2), under the cooperation with the country’s leading aircraft maintenance business establishments. Students who study in the AMEL Course will have chances to practice maintenance activities on the real aircraft, under the authentic environment.
The certification and approval of the CATC’s current courses are considered an important step for CATC to confirm its expertise and training standards at the advanced level. Moreover, CATC emphasizes on its role as a leader of the development of aviation personnel for better quality that supports the aviation industry of Thailand for growth with security and sustainability.
