ดร.วราภรณ์ เต็มแก้ว รองผู้ว่าการฝ่ายบริหารสถาบันการบินพลเรือน เป็นประธานในพิธีมอบประกาศนียบัตรหลักสูตร ICAO Training Developers Course (TDC) รุ่นที่ 16 ซึ่งดำเนินการฝึกอบรมระหว่างวันที่ 23 กุมภาพันธ์ – 6 มีนาคม 2569 ณ สบพ. กรุงเทพฯ ดำเนินการสอนโดยผู้เชี่ยวชาญจาก ICAO ได้แก่ คุณ Meng Xiaoya และมีผู้เข้ารับการฝึกอบรมจำนวนทั้งสิ้น 15 ท่าน เป็นบุคลากรหน่วยงานด้านการบินภายในประเทศ ดังนี้
- บริษัท วิทยุการบินแห่งประเทศไทย จำกัด จำนวน 9 ท่าน
- บริษัท พัทยา เอวิเอชั่น เทรนนิ่ง เซ็นเตอร์ จำกัด จำนวน 3 ท่าน
- บริษัท การบินไทย จำกัด (มหาชน) จำนวน 2 ท่าน
- บริษัท เอสเอฟเอส เอวิเอชั่น จำกัด จำนวน 1 ท่าน
สำหรับหลักสูตรดังกล่าว มีวัตถุประสงค์เพื่อเสริมสร้างความรู้ และทักษะในการพัฒนาหลักสูตร Competency Based Training โดยใช้กระบวนการพัฒนาหลักสูตรขององค์การการบินพลเรือนระหว่างประเทศ (ICAO Methodology) ตาม DOC 9941 เพื่อให้ผู้เข้าอบรมสามารถนำความรู้ไปเพื่อกำกับดูแล (Oversight) การพัฒนาหลักสูตรที่ กพท. รับรองให้มีแนวทางการพัฒนาตามมาตรฐาน ICAO ในรูปแบบ Competency Based Training ต่อไป

Dr. Waraporn Temkaew, Vice President – Administrative Affairs, CATC, was a chairman at the certificate ceremony of the ICAO Training Developers Course (TDC) conducted during 23 Feb – 6 Mar 2026 at CATC, Thailand. The training session is conducted by ICAO expert instructors, Ms. Meng Xiaoya included with 15 participants from various aviation sectors;
- 9 participants from Aeronautical Radio of Thailand Limited
- 3 participants from Pattaya Aviation Training Center Company Limited.
- 2 participant from Thai Airways International Public Company Limited
- 1 participant from SFS Aviation Company Limited
The TDC course is designed to prepare aviation professionals especially the course developers with the competencies to design and develop Standardized Training Packages (STPs), in accordance with the ICAO Provision.
