สถาบันการบินพลเรือน เป็นประธาน เมื่อวันที่ 3 ธันวาคม 2568 ณ โรงแรมอัศวิน แกรนด์ คอนเวนชั่น กรุงเทพฯ

ดร.วราภรณ์ กล่าวว่า สบพ. ขับเคลื่อนยุทธศาสตร์การเป็น “ศูนย์กลางความเป็นเลิศด้านวิชาชีพการบิน” เพื่อสนับสนุนอุตสาหกรรมการบินทั้งในระดับชาติและภูมิภาคเอเชียแปซิฟิก โดยมีเป้าหมายสำคัญคือการพัฒนาและผลิตบุคลากรด้านการบินให้มีคุณภาพและทักษะตามมาตรฐานสากล พร้อมทั้งมุ่งเน้นการพัฒนาธุรกิจการบินและเพิ่มประสิทธิภาพการบริหารจัดการให้เป็นที่ยอมรับในระดับนานาชาติ ดังนั้น สบพ.จึงมุ่งมั่นพัฒนาองค์กรอย่างรอบด้าน ทั้งการปรับปรุงหลักสูตร  ให้ทันต่อกฎหมายและมาตรฐานทางการบิน การพัฒนาอาคารสถานที่  และศูนย์ฝึกการบิน ให้มีความพร้อมและทันสมัย การพัฒนาศักยภาพบุคลากร สายงานหลัก ให้เป็นไปตามข้อกำหนด ตลอดจนการสร้างความร่วมมือทางวิชาการ และความร่วมมือด้านธุรกิจ กับหน่วยงานทั้งในและต่างประเทศ เพื่อสนับสนุนการพัฒนาการบินของประเทศอย่างยั่งยืน

สบพ.จึงจัดกิจกรรมในครั้งนี้ขึ้นเพื่อรับฟังความคิดเห็น พร้อมแลกเปลี่ยนเรียนรู้ อันนำไปสู่การพัฒนาสัมพันธภาพในกลุ่มผู้มีส่วนได้ส่วนเสียของ สบพ.ในอนาคต โดยได้เชิญผู้มีส่วนได้ส่วนเสียที่สำคัญของ สบพ.ทั้งภาครัฐ ภาคเอกชน และภาคประชาชน กว่า 50 หน่วยงาน ซึ่งถือเป็นกลุ่มบุคคลสำคัญในการขับเคลื่อนเป้าหมายตามทิศทางการดำเนินงานของ สบพ.. ในปี 2569 – 2573 เข้าร่วมกิจกรรมฯ อาทิ กองทัพเรือ ,กรมธนารักษ์ ,ศูนย์ฝึกพาณิชย์นาวี ,สำนักงานคณะกรรมการนโยบายรัฐวิสาหกิจ ,บริษัท ไทยไลอ้อน เมนทารี จำกัด ,บริษัท การบินไทย จำกัด(มหาชน) เป็นต้น เพื่อ สบพ.จะรวบรวมและนำข้อมูลที่ได้ไปใช้เป็นกรอบทิศทางการดำเนินงานให้มีความชัดเจน โดยผ่านกระบวนการศึกษาและวิเคราะห์ให้สอดคล้องกับแผนวิสาหกิจตลอดจนแผนแม่บทต่างๆ ที่เกี่ยวข้อง เพื่อให้ สบพ.มีความพร้อมต่อการเปลี่ยนแปลงของอุตสาหกรรมการบิน ทั้งในระดับประเทศและระดับนานาชาติ

สำหรับกิจกรรมภายในงานมีการนำเสนอแผนยุทธศาสตร์ด้านลูกค้าและตลาดและแผนยุทธศาสตร์ด้านผู้มีส่วนได้ส่วนเสีย สถาบันการบินพลเรือน พ.ศ.2569 – 2573 โดยดร.วราภรณ์ เต็มแก้ว รองผู้ว่าการฝ่ายบริหาร สถาบันการบินพลเรือน และสถาบันวิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ ปิดท้ายด้วยกิจกรรมร่วมแลกเปลี่ยนเรียนรู้เพื่อพัฒนาสัมพันธภาพผู้มีส่วนได้ส่วนเสียของ สบพ.. เพื่อเปิดโอกาสให้ผู้มีส่วนได้ส่วนเสียร่วมแสดงความคิดเห็น ความต้องการ ความหวังที่มีต่อการดำเนินงานด้านการบริหารความสัมพันธ์กับ สบพ.

ซึ่งปัจจุบัน สบพ. ได้มีการพัฒนาการบริหารความสัมพันธ์ผู้มีส่วนได้ส่วนเสียอย่างต่อเนื่องผ่านการดำเนินงานตามแผนยุทธศาสตร์ด้านผู้มีส่วนได้ส่วนเสียระยะยาวของ สบพ. ซึ่งผู้มีส่วนได้เสียที่สำคัญทั้งหมด12 กลุ่ม ประกอบด้วย

  1. กลุ่มองค์กรด้านการกำกับดูแลและการควบคุมมาตรฐาน (องค์กรที่มอบนโยบาย ควบคุม กำกับดูแล สบพ.เช่น สำนักงานการบินพลเรือนแห่งประเทศไทย, ICAO ,กระทรวงคมนาคม เป็นต้น)
  2. กลุ่มคณะกรรมการ สบพ.
  3. กลุ่มคณะผู้บริหาร สบพ.
  4. กลุ่มพนักงานและลุกจ้าง สบพ.
  5. กลุ่มลูกค้าองค์กร (องค์กรที่ส่งบุคลากรเข้ารับการฝึกอบรมหรือใช้บริการของ สบพ. เช่น ทย. ทอท. บวท. สายการบินต่างๆ เป็นต้น)
  6. กลุ่มลูกค้าบุคคล (ลูกค้าฝึกอบรมนักเรียน/นักศึกษา ผู้ปกครอง)
  7. กลุ่มคู่ความร่วมมือ(หน่วยงานที่มี MOU กับ สบพ.)
  8. กลุ่มคู่ค้า
  9. กลุ่มชุมชนและสิ่งแวดล้อม
  10. สื่อมวลชน
  11. คู่แข่ง
  12. ศิษย์เก่า

โดยดำเนินการบริหารความสัมพันธ์ด้วยการรับฟังความต้องการของผู้มีส่วนได้ส่วนเสียเพื่อนำมาวิเคราะห์และกำหนดประเด็นสำคัญ (Key Issue) พร้อมตอบสนองตามประเด็นสำคัญผ่านการทบทวนนโยบาย ยุทธศาสตร์ด้านบริหารความสัมพันธ์รวมทั้งกิจกรรมสร้างความสัมพันธ์กับผู้มีส่วนได้ส่วนเสีย และทำการติดตามการดำเนินงานเพื่อให้เกิดการเรียนรู้อันนำไปสู่การปรับปรุงพัฒนายกระดับความพึงพอใจตลอดจนสร้างความผูกพันกับผู้มีส่วนได้ส่วนเสีย (Stakeholder Engagement) อย่างยั่งยืน

อย่างไรก็ตาม การสัมมนาในวันนี้  จึงนับเป็นโอกาสสำคัญ  ในการประชาสัมพันธ์  และสื่อสารทิศทางการดำเนินงาน  ในประเด็นของแผนยุทธศาสตร์ด้านลูกค้าและตลาด รวมถึงแผนยุทธศาสตร์ด้านผู้มีส่วนได้ส่วนเสีย อันเป็นประเด็นสำคัญที่จะช่วยเสริมสร้างความเข้มแข็งให้กับสบพ.  ในการก้าวข้ามความท้าทายของอุตสาหกรรมการบิน และยกระดับความสามารถในการแข่งขันของประเทศในระยะต่อไป

CATC Held a Seminar on “the Public Relations and Communications for the Future Operational Directions of the CATC”, for Propelling the Strategy of Becoming the “Center of Excellence in the Aviation Professionalism”  

CATC, by the Marketing Department, under the Communication and Aviation Business Development Division, in collaboration with Thammasat University Research and Consultancy Institute, held a seminar on the public relations and communications for the future operational directions of the CATC, under the project on the preparation of the CATC’s 2026 – 2030 strategic plans on customers and marketing, and on stakeholders. On the occasion, Dr. Waraporn Temkaew, Vice President of Administrative Affairs, CATC, presided over the seminar, on December 3, 2025, at Asawin Grand Convention Hotel, Bangkok.

Dr. Waraporn Temkaew stated that CATC has been driving its strategy of becoming “the center of excellence in aviation professionalism”, in order to support the aviation industry at the national level and the Asia-Pacific regional level, under the CATC’s main goals, regarding the development and producing of aviation personnel to meet required qualifications and gain important skills in aviation that meet the international standards. In addition, CATC placed strong emphasis on the development of the aviation business and the enhancement of management efficiency for achieving recognition at the international level. Therefore; CATC was committed to develop and improve its organization in all aspects, including the improvement of curricula to ensure the compliance with the current aviation laws and aviation standards, the development and improvement of buildings, facilities, sites, and the Flight Training Center, in order to ensure readiness, promptness, and modernity. The development of core personnel competencies, involving their key responsibilities, had to comply with the rules and regulations. Furthermore, CATC has been building up academic and business cooperation with both domestic and international organizations, to support the sustainable development of the aviation industry of Thailand.

CATC held the aforementioned seminar to listen to opinions and exchange knowledge which would lead to the improvement of relationships within the stakeholder groups of CATC. Key stakeholders of CATC were invited from more than 50 organizations, consisting of organizations from the government sector, private sector, and public sector. These stakeholders were important personnel who took part in driving the CATC’s goals, according to the operational directions of the CATC for the year of 2026 – 2030. The stakeholders of CATC who attended the seminar and activities were personnel from various organizations, such as the Royal Thai Navy, the Treasury Department, the Merchant Marine Training Centre, the State Enterprise Policy Office, Thai Lion Mentari Co.,Ltd., Thai Airways International Plc., and so on. CATC would collect data and information for using in the determination of clear operational directions, through the study and analysis procedure, to be in accordance with the relevant state enterprise plans, and master plans. As a result, CATC would be ready for the changes in the aviation industry, at the domestic and international levels.

During the seminar, the CATC’s 2026 – 2030 strategic plans, regarding customers and marketing, and stakeholders, were presented by Dr. Waraporn Temkaew, Vice President of Administrative Affairs, CATC, and Thammasat University Research and Consultancy Institute. In the final part of the seminar, an activity of knowledge exchange was held to build up good relationships with the stakeholders of CATC. The stakeholders would have opportunities to give opinions, and talk about their needs and hope toward the operation on the management of relationships with CATC.

At present, CATC is continually developing and improving the management of relationships with the stakeholders, through the implementation on the CATC’s strategic plans, regarding the long-term stakeholders of CATC, comprising of the 12 stakeholder groups, as follows:

  1. Group of organizations that govern, supervise and control standards (authorized organizations that transfer policies, supervise and control CATC, such as CAAT, ICAO, the Ministry of Transport and so on);
  2. The CATC Committee;
  3. The CATC Board of Directors;
  4. CATC personnel, including staff and employees;
  5. Organizational clients (organizations that send their personnel for participating in trainings or receiving services from CATC, such as the Department of Airports (DOA), The Airports of Thailand (AOT), Aeronautical Radio of Thailand Limited (AEROTHAI), airlines companies, and so on);
  6. Individual clients (course participants, students, and parents);
  7. Cooperative partners (organizations that signed MoU with CATC);
  8. Suppliers and providers;
  9. communities and environment;
  10. Mass media;
  11. Rivals; and
  12. Alumni of CATC.

The relationship management was carried out by listening to the needs of stakeholders, which were analyzed to identify and define key issues, respond to

these issues, through the review of policies, stakeholder relationship management strategies, and stakeholder engagement activities, follow, and monitor operations and performances, in order to learn new things for developing, improving, and enhancing the level of stakeholder satisfaction, in alignment with building up bonds with stakeholders (stakeholder engagement) with sustainability.

The seminar today is considered an important opportunity for press releasing and communicating the operational directions in aviation, regarding the issue of preparing strategic plans on customers and marketing, and stakeholders. This important issue will strengthen the CATC’s competencies, in terms of facing and overcoming challenges in the aviation industry, and leverage the country’s competitive competencies, in the next phase.
