นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการ สบพ. เปิดเผยว่า สบพ.ในฐานะสถาบันหลักในการผลิตและพัฒนาบุคลากรการบินของประเทศ มาอย่างยาวนานถึง 64 ปี มีหลักสูตรที่ครอบคลุมทั้งหลักสูตรภาคพื้นและภาคอากาศแบบครบวงจร เรายังคงมุ่งมั่นและเตรียมความพร้อมในการสร้างมาตรฐานบุคลากร ภายใต้หลักสูตรและอุปกรณ์การเรียนการสอนที่ทันสมัย เพื่อยกระดับความสามารถให้ได้มาตรฐานด้านการบินพลเรือน และมีการพัฒนาบุคลากรให้สอดคล้องกับความต้องการของหน่วยงานด้านการบินทั้งในและต่างประเทศ ขานรับนโยบายของรัฐบาลและกระทรวงคมนาคม อาทิ การเป็นศูนย์กลางการบินในภูมิภาค (Aviation Hub) รวมถึงการเป็นศูนย์กลางในการผลิตบุคลากรด้านการบินในภูมิภาคเอเชียแปซิฟิก โดยได้มุ่งมั่นเพิ่มขีดความสามารถทุกมิติ
ซึ่งในปีที่ 64 นี้ สบพ.ก้าวสู่ความสำเร็จไปอีกระดับ จากการได้รับรองหลักสูตรการฝึกอบรมควบคุมจราจรทางอากาศ (Air Traffic Control Basic Training) ในรูปแบบ CBTA (Competency-Based Training and Assessment) ตามข้อกำหนดของ ICAO และ กพท. ส่งผลให้ สบพ. เป็นสถาบันแห่งแรกในประเทศที่ผ่านการรับรองตามแนวทางใหม่นี้ ซึ่งถือเป็นก้าวสำคัญในการยกระดับคุณภาพบุคลากรและเสริมสร้างความปลอดภัยในการเดินอากาศของประเทศ และอยู่ระหว่างเตรียมพร้อมขอรับรองศูนย์ฝึกอบรมช่างซ่อมบำรุงอากาศยาน
สู่มาตรฐานการบินของสำนักงานความปลอดภัยการบินแห่งสหภาพยุโรป (EASA) เพื่อเพิ่มศักยภาพของผู้เรียนและขยายโอกาสในการทำงานระดับสากล อีกทั้งยังเดินหน้าเสริมทัพสร้างความร่วมมือกับหน่วยงานภาครัฐและเอกชนในอุตสาหกรรมการบิน ทั้งในประเทศและต่างประเทศอย่างต่อเนื่อง เพื่อพัฒนาหลักสูตร การฝึกอบรม และโครงการต่าง ๆ ที่ตอบสนองต่อความต้องการของตลาดแรงงานในอนาคต
ภายหลังจากที่ได้พัฒนาโครงสร้างพื้นฐาน อาคาร สถานที่และห้องฝึกปฏิบัติการที่กรุงเทพเรียบร้อยแล้ว ในปี 2568 นี้ สบพ.มีแผนในการพัฒนาศูนย์ฝึกการบิน อ.หัวหิน จ.ประจวบคีรีขันธ์ ในโครงการงานก่อสร้างอาคารศูนย์ฝึกการบินหัวหินและสิ่งก่อสร้างประกอบพร้อมครุภัณฑ์ ซึ่งปัจจุบันอยู่ในระยะที่ 1 คาดการณ์ว่าจะดำเนินการก่อสร้างในเดือนสิงหาคมของปีงบประมาณ 2568 และแล้วเสร็จในปี 2570 ด้วยวงเงินประมาณ 414.4 ล้านบาท และระยะที่ 2 วงเงิน 130.87 ล้านบาท นับเป็นอาคารเรียนและฝึกอบรมที่มีความทันสมัย รองรับการฝึกอบรมภาคอากาศ โดยเฉพาะเพื่อให้พร้อมรับศิษย์การบินของบริษัท การบินไทย จำกัด (มหาชน) ที่มีแผนการขยายฝูงบินและเส้นทางการบินอย่างต่อเนื่อง จึงมีแผนในการสร้างนักบินฝึกหัดจำนวนมาก โดยในปีนี้ได้ส่งนักเรียนทุนฝึกหัดให้ สบพ.จำนวน 2 รุ่น รวมจำนวน 56 คน นอกจากนี้ ยังมีศิษย์การบินจากกองทัพอากาศ และศิษย์การบินจากหลักสูตรวิศวกรรมศาสตรบัณฑิต สาขาวิชาวิศวกรรมการบิน วิชาโทนักบินพาณิชย์ตรี และศิษย์การบินทุนส่วนตัวทั้งในประเทศและต่างประเทศ สบพ.ยังมีโครงการเฮลิคอปเตอร์เครื่องยนต์เดียวสำหรับฝึกบิน จำนวน 3 ลำ เพื่อให้พร้อมรับศิษย์การบินจากสำนักงานตำรวจแห่งชาติ กองทัพเรือและกรมแผนที่ทหาร และโครงการจัดหาอากาศยานทดแทน 10 ลำ โดยโครงการต่าง ๆ เป็นไปตามแผนการพัฒนาที่วางไว้
ในอนาคต สบพ.ยังได้รับมอบหมายให้เป็นหนึ่งในสถาบันหลักในการร่วมผลักดันโครงการ
“1 อำเภอ 1 ทุน ด้านการบิน” ตามนโยบายของรัฐบาลและกระทรวงคมนาคม ซึ่งมีเป้าหมายเพื่อเปิดโอกาสให้เยาวชนไทยที่ขาดแคลนทุนทรัพย์ ได้มีโอกาสเข้าศึกษาต่อในระดับอุดมศึกษาด้านการบิน โดยมีกำหนดเปิดตัวโครงการในปี 2570 รวมถึงการริเริ่มโครงการฝึกอบรมสำหรับประเทศกำลังพัฒนา (Developing Country)
ที่สำนักงานการบินพลเรือนแห่งประเทศไทย(กพท.) เป็นผู้มอบทุนจำนวน 51 ทุนให้แก่เจ้าหน้าที่ของประเทศกำลังพัฒนาที่มีคุณสมบัติตามเกณฑ์ เพื่อเข้าร่วมฝึกอบรมหลักสูตรเฉพาะทางตามมาตรฐาน ICAO ที่จัดอบรมโดย สบพ. ในระยะเวลา 1 ปี ระหว่างเดือน มกราคม-ธันวาคม 2568 อีกด้วย
จึงสะท้อนให้เห็นว่า สบพ. มีบทบาทสำคัญและมีความพร้อมในการผลักดันการพัฒนาโครงสร้างพื้นฐานด้านการบินของประเทศ และการเตรียมความพร้อมของบุคลากรอย่างครบวงจร ในการยกระดับอุตสาหกรรมการบินของไทย ให้เพียงพอต่อความต้องการของประเทศและภูมิภาค รองรับการกลับมาของอุตสาหกรรมการบิน
ที่จะเพิ่มขึ้นในอนาคต พร้อมสนับสนุนงานวิจัยและนวัตกรรม ที่เกี่ยวข้องกับอุตสาหกรรมการบิน เพื่อขับเคลื่อนเศรษฐกิจของประเทศให้สามารถแข่งขันได้ในระดับภูมิภาคและระดับโลกอย่างยั่งยืน
The Civil Aviation Training Center (CATC) held the celebrating event of the 64th Anniversary of the CATC Establishment Day. On the occasion, Mr. Prapusak Jintavech, Assistant Secretary to the Minister of Transport, acted as the representative for Miss Manaporn Charoensri, Deputy Minister of Transport, to preside over the ceremony to celebrate the 64th Anniversary of the CATC Establishment. The ceremony was honored to have Mr. Sorapong Paitoonphong, Deputy Permanent Secretary for the Ministry of Transport and Head of Transport Cluster, who acted as the representative for Permanent Secretary for the Ministry of Transport, together with Miss Ratchaneeporn Thitisap, Deputy Permanent Secretary for the Ministry of Transport for Administrative Affairs, General Dr. Direk Deeprasert, Chairman of the CATC Board of Directors, Former Chairman of the CATC Board of Directors, Former CATC President, executives, and representatives from both government and private agencies, attend the aforementioned event. Relevant parties attended the ceremony of worshipping and paying homage to the CATC’s holy guardian spirits, and the Buddhist religious ceremony, for auspiciousness and prosperity. They congratulated the CATC upon its anniversary of establishment, and donated money to fund useful activities for public interest and charity. On the occasion, Miss Pukkanut Makchouy, CATC President, executives, staff, and students, welcomed the delegates from the Ministry of Transport, in the event, held on June 4, 2025, at the Building of Aviation Human Resource Development Center, CATC, Bangkok.
Miss Pukkanut Makchouy, CATC President, revealed that CATC, as the main aviation training organization for producing and developing aviation personnel of the country for 64 years, offered various courses, covering ground training courses, and air training programs, in a one-stop service. CATC is committed and prepared to set up personnel standards under the cutting-edge courses, programs, and instructional materials, in order to leverage personnel competencies to meet the civil aviation standards and develop personnel skills to conform to the needs of aviation organizations at both domestic and international levels, responding to the policies by the government, and the Ministry of Transport, regarding the becoming of the aviation hub of the region, including the becoming of the hub of producing aviation personnel in the Asia-Pacific region. CATC strives to enhance competency level in every respect.
Due to the 64th Anniversary of the CATC Establishment, CATC has moved forward to another level of success, as evidenced by the certified and approved Air Traffic Control Basic Training Course in the form of Competency-Based Training and Assessment (CBTA) which followed the regulations of ICAO and CAAT. As a result, CATC became the first aviation training organization in Thailand which was approved through the new regulations, and guidelines; this was an important step for leveraging personnel qualifications, and promoting safety in the air navigation of the country. In addition, CATC was in the progress of preparation for becoming an approved Aircraft Maintenance Engineer License (AMEL) Training Center which would conform to the aviation standards issued by the European Union Aviation Safety Agency (EASA), enhance students’ competencies, and extend working opportunities at the international level. Also, CATC headed forward to cooperate and ally with the government and private organizations in the aviation industry at both domestic and international levels in continuity, in order to develop and improve various courses, programs, trainings, and projects, that meet the needs in the future workforce market.
After the development in terms of the CATC’s infrastructures, buildings, locations, and workshops, in Bangkok, has been completed. In 2025, CATC has planned to develop the Flight Training Center (Hua Hin), located in Prachuap Khiri Khan Province, according to the Project on the Construction of the Flight Training Center (Hua Hin Building) and supplementary facilities with durable goods. At present, the development is in Phase 1, and it is expected that the implementation on the construction will be started in August, in the fiscal year of 2025, and will be completed in 2027, under the budget of 414.4 million Baht, and the development in Phase 2 will be made, under the budget of 130.87 million Baht. The CATC’s training and learning buildings are modern, and they can support air trainings, especially for the student pilots from Thai Airways International Public Company Limited (THAI Airways Plc.) which plans to extend its squadrons and flight routes in continuity; therefore, THAI Airways Plc. plans to produce many student pilot trainees. This year, THAI Airways Plc. sent 56 student pilot trainees, in total, from 2 classes, to study at CATC. In addition, CATC trains the student pilots from the Royal Thai Air Force (RTAF), the Bachelor of Engineering Program in Aeronautical Engineering, with Minor in Commercial Pilot License (CPL), and self- funded student pilots from domestic and international agencies. Furthermore, CATC has initiated the project on the procurement of 3 single-engine helicopters for flight training that would support the student pilots from the Royal Thai Police, the Royal Thai Navy, and the Royal Thai Survey Department, and the project on the procurement of 10 substitute aircraft. Such projects comply with the future development plans.
CATC is assigned to be one of the main organizations that propel the Project of, “1 District, 1 Scholarship for Aviation Studies” forward, following the policies of the Royal Thai Government, and the Ministry of Transport. The main goal of the Project is to open opportunities to the needy Thai youth who wish to further their studies at the higher educational level, or the university, in the field of aviation. According to the schedule, the Project will be launched in 2027, along with the initiation of the aviation training projects for developing countries. The 51 aviation training scholarships from the Civil Aviation Authority of Thailand (CAAT) will be offered to qualified personnel from the developing countries who meet the CAAT’s Criteria, so they will be able to attend the trainings in specialized courses that meet the ICAO’s Standards. CATC will conduct the ICAO’s specialized courses that take 1 year to study, starting from January – December 2025.
These things reflect that CATC plays an important role in aviation and it is prompt and ready to propel the country’s aviation infrastructure development, prepare aviation personnel in a one-stop service to leverage the aviation industry of Thailand to be sufficient for meeting the needs in Thailand and the region, support the recovery and return of the aviation industry involving an increase in an air transport volume in the future, and support researches and innovations relevant to the aviation industry. CATC aims to drive the economy of Thailand forward for competing with other players at the regional and global levels, with sustainability.
