สถาบันการบินพลเรือน (สบพ.) รัฐวิสาหกิจ สังกัดกระทรวงคมนาคม จัดพิธีลงนามบันทึกข้อตกลงความร่วมมือทางวิชาการ (MOU) กับ บริษัท การบินไทย จำกัด (มหาชน) ว่าด้วยเรื่อง “การฝึกอบรมภาคปฏิบัติของหลักสูตรนายช่างภาคพื้นดินในสถานประกอบการจริง” โดยมี นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการสถาบันการบินพลเรือน และนายเชิดพันธ์ โชติคุณ ประธานเจ้าหน้าที่สายช่าง บริษัท การบินไทย จำกัด (มหาชน) เป็นผู้ลงนาม MOU พร้อมด้วย ดร.วราภรณ์ เต็มแก้ว รองผู้ว่าการฝ่ายบริหาร ดร.พันศักดิ์ เนินทราย ผู้อำนวยการกองวิชาบริการการจราจรทางอากาศ รักษาการในตำแหน่งรองผู้ว่าการฝ่ายวิชาการ นายภพ บุณยะเวศ หัวหน้าฝ่ายฝึกอบรมบุคลากรช่าง บริษัท การบินไทย จำกัด (มหาชน) และคณะผู้บริหารจากสองหน่วยงาน ร่วมเป็นเกียรติในพิธี ในวันที่ 21 พฤศจิกายน 2567 ณ สบพ. กรุงเทพฯ
ด้าน นางสาวภัคณัฏฐ์ มากช่วย กล่าวว่า บริษัท การบินไทย จำกัด (มหาชน) เป็นหน่วยงานที่มีบทบาทสำคัญ ในการดำเนินธุรกิจการบินของประเทศ และมีความสัมพันธ์ที่ดีในการสนับสนุน และส่งเสริมการผลิตบุคลากรการบิน ของ สบพ.มาอย่างต่อเนื่อง จึงนับเป็นโอกาสที่ดีในการร่วมมือกัน ผลิตบุคลากรด้านช่างอากาศยานของไทย ให้มีคุณภาพและตรงตามความต้องการของอุตสาหกรรมการซ่อมบำรุงอากาศยาน โดยเปิดโอกาสให้นักศึกษา สบพ. ได้รับการฝึกอบรมในสถานประกอบการจริง นอกจากนี้ เพื่อร่วมกันพัฒนาศักยภาพของบุคลากรทั้งสองฝ่าย ได้แก่ ช่างอากาศยาน วิศวกรอากาศยาน บุคลากรของสถานประกอบการ รวมทั้งบุคลากร ครูวิชาภาคพื้น และช่างของ สบพ. ต่อไป ในฐานะที่ สบพ.ได้รับการรับรองให้เป็นสถาบันฝึกอบรมนายช่างภาคพื้นดิน จาก กพท. ซึ่ง สบพ.ได้รับมอบนโยบายจาก ดร.มนพร เจริญศรี รัฐมนตรีช่วยว่าการกระทรวงคมนาคม ในการผลิตหลักสูตรการเรียนการสอนให้สอดรับกับวิสัยทัศน์การพัฒนาประเทศ เพื่อเป็นศูนย์กลางการบินของภูมิภาค หรือ Aviation Hub
ภายใต้บันทึกความเข้าใจ (MOU) ฉบับนี้ สบพ.และบริษัท การบินไทย จำกัด (มหาชน) จะร่วมกันดำเนินการจัดการฝึกอบรมภาคปฏิบัติในสถานประกอบการจริงของหลักสูตรนายช่างภาคพื้นดิน ให้เป็นไปตามข้อกำหนดที่เกี่ยวข้องของสำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) และองค์การความปลอดภัยด้านการบินแห่งสหภาพยุโรป (EASA) รวมทั้ง ร่วมกันพัฒนาการเรียนและการสอน การศึกษาดูงาน การปฏิบัติงานและสหกิจศึกษาที่เกี่ยวข้องกับการจัดการในสายการบิน โดยบูรณาการทรัพยากรร่วมกัน(Synergy) ในการพัฒนาหลักสูตรการเรียนการสอนและฝึกอบรมด้านการจัดการซ่อมบำรุงอากาศยาน และส่วนอื่น ๆ ที่เกี่ยวข้อง ของทั้งสองฝ่าย เพื่อยกระดับสมรรถนะบุคลากรด้านการบิน
CATC, in Collaboration with Thai Airways International PLC., Signs the Memorandum of Understanding (MoU) on the “Practical Training of the AMEL Course for Working in Actual Maintenance Working Environment”.
The Civil Aviation Training Center (CATC), a state enterprise operating work under the Ministry of Transport, held the memorandum of understanding (MoU) signing ceremony for the academic cooperation with Thai Airways International PLC. (THAI Airways), regarding the “practical training of the Aircraft Maintenance Engineer License (AMEL) Course for working in actual maintenance working environment”.
On the occasion, Miss Pukkanut Makchouy, CATC President, and Mr. Cherdphan Chotikun, Chief Technical Officer from Thai Airways International PLC. were the MoU signatories. The MoU signing ceremony was also attended by Dr. Waraporn Temkaew, Vice President of Administrative Affairs, Dr. Pansak Nernsai, Director of Air Traffic Services Division and Acting Vice President of Academic Affairs, Mr. Pob Boonyavej, Chief of Aircraft Maintenance Engineer Training Department, from Thai Airways International PLC, and executives from the 2 organizations: CATC and THAI Airways. Relevant parties were honored to attend the MoU signing ceremony held on November 21, 2024, at CATC, Bangkok.
Miss Pukkanut Makchouy, CATC President, stated that THAI Airways was an organization which played an important role in the airline business operations in Thailand. Moreover, it had been building good relationships with CATC in terms of providing support and promoting the producing of CATC’s aviation personnel in continuity. It was considered a great opportunity to build up cooperation in the aspect of producing qualified Thai aircraft maintenance engineers and mechanics that would meet the required qualifications and the demands in the aircraft maintenance industry. Opportunities were given to CATC students; they would gain training experiences from the actual maintenance working environment.
Furthermore, the 2 parties, CATC and THAI Airways collaboratively developed the competencies and potentials of their personnel, including aircraft maintenance engineers, mechanics, aeronautical engineers, personnel working in the actual maintenance working environment, aviation personnel, ground instructors, and technicians from CATC. As the CAAT’s approved aircraft maintenance engineer training organization, the CATC was assigned with the operations, regarding transport policies transferred by Dr. Manaporn Charoensri, Deputy Minister of Transport, so the CATC would take responsibilities in preparing and producing instructional courses and study programs that responded to the visions for the country development, regarding the becoming of the Aviation Hub of the Region.
Under this MoU, CATC and THAI Airways would work in cooperation to conduct practical training in actual maintenance working environment for the AMEL Course in order to follow the relevant regulations of the Civil Aviation Authority of Thailand (CAAT) and the European Union Aviation Safety Agency (EASA). Also, CATC and THAI Airways collaboratively developed the instructions (learning and teaching methods), study visits, work performances, and cooperative education relevant to the management in airline companies. Synergy of resource integration was made in terms of the integrated development of courses and trainings in aircraft maintenance management, and other relevant sections of both organizations. This was to leverage the competencies of aviation personnel.
