Mission

Establishment Objectives, Duties and Responsibilities

Mandated Mission

  1. Under Article 6 of the Royal Decree which established the Civil Aviation Training Center, the objectives of CATC are to produce and develop personnel for the aviation industry and perform aircraft maintenance, aircraft services and other aviation-related services for the benefit of the production of such personnel.
  2. According to the Cabinet’s resolution on 7 February 1984, all government sectors and state enterprises had to follow the guidelines proposed by the Ministry of Transport. The guidelines were determined for all government sectors and state enterprises to follow for the benefits of the nation state.

          – The government sectors and state enterprises that operated works regarding civil aviation affairs were not allowed to establish their own internal training units in case that any training overlapped with the available training at the Civil Aviation Training Center in Thailand or the Civil Aviation Training Center in Thailand was able to conduct training according to the needs of any agencies.

          – The government sectors and state enterprises were not allowed to send personnel for training in overseas in case that the training was available and could be conducted by the Civil Aviation Training Center in Thailand, The government sectors and state enterprises had to use their budgets for training, except that the training was funded by international organizations or other governments.

          – According to the Cabinet’s resolution on 9 February 1988, the agreement was made to accept that the Civil Aviation Training Center in Thailand, under the Department of Commercial Aviation, could offer the repairing services for small aircraft and devices, as presented by the Ministry of Transport. The Ministry of Finance considered and determined payment criteria and method for income received from the aforementioned implementation.

Duties and Responsibilities of CATC are as follows:

  1. To provide international civil aviation training programmes that conform to the standards in the Convention on International Civil Aviation, of the International Civil Aviation Organization (ICAO) and carry out domestic training in compliance with Thailand’s own air transport laws and regulations.
  2. To produce sufficient qualified personnel to meet domestic demand in order to support air transport-related public and private organizations according to Thailand’s national aviation personnel development plans.
  3. To provide air technical works, aircraft services and other aviation-related services. The objectives and responsibilities of CATC are to produce and develop civil aviation personnel in Thailand and Asia-Pacific region in order to keep pace with advanced technologies as regulated by ICAO.

Organizational Goals

     Civil Aviation Training Center performs its duties in accordance with the government policy and the needs of all stakeholders to achieve the following objectives:

    1. To develop Thailand’s aviation industry and promote Thailand as Asia’s leading aviation hub.
    2. To enhance the country’s capabilities in becoming the regional center for education, training, research and development and contribute to the creation of a learning society.
    3. To maintain educational quality and standards of aviation personnel.
    4. To produce and develop sufficient aviation personnel to accommodate expansion of domestic and regional aviation industry.
    5. To ensure that CATC graduates or those completing CATC training course possess skills and expertise that meet international standards and are required by the aviation agencies.
    6. To enhance efficiency in administration and management of education and training in accordance with international standards and achieve global acceptance.
    7. To ensure that employees possess international standard quality and ready to constantly develop themselves to achieve a better quality of life.
    8. To generate revenues and control costs to reduce dependence on the government in terms of non-investment budget.
