เมื่อวันที่ 23 ธันวาคม 2567 นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการสถาบันการบินพลเรือน เป็นประธานในพิธีเปิดการฝึกอบรมหลักสูตร Unmanned Aircraft Pilot for the Beginner หรือ หลักสูตรผู้บังคับอากาศยานซึ่งไม่มีนักบินสำหรับผู้เริ่มต้น รุ่นที่ 3 – รุ่นที่ 7 โดยมี นายนราพัฒน์ แก้วทอง ผู้ช่วยรัฐมนตรีว่าการกระทรวงทรัพยากรและสิ่งแวดล้อม นายณัฐชา ลิขิตกิจวรกุล คณะที่ปรึกษารัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม และนายอัศวิน โรมประเสริฐ ประธานกรรมการบริหาร บริษัท อีซี่ 2018 จำกัด และคณะผู้บริหาร สบพ. ร่วมเป็นเกียรติในพิธี โดยดำเนินการฝึกอบรมหลักสูตรผู้บังคับอากาศยานซึ่งไม่มีนักบินสำหรับผู้เริ่มต้น รุ่นที่ 3 – รุ่นที่ 7 ให้แก่เจ้าหน้ากรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช จำนวน 104 คน อบรมภาคทฤษฎีและภาคปฏิบัติ ระหว่างวันที่ 23-24 ธันวาคม 2567 ณ อาคารศูนย์พัฒนาบุคลากรด้านการบิน สถาบันการบินพลเรือน กรุงเทพฯ
นางสาวภัคณัฏฐ์ มากช่วย ผู้ว่าการ สบพ. กล่าวว่า สบพ. ในฐานะหน่วยงานรัฐวิสาหกิจ กระทรวงคมนาคม ซึ่งเป็นสถาบันเฉพาะทางด้านการบิน ได้เล็งเห็นความสำคัญของการผลิตบุคลากรด้านการบินในทุกรูปแบบ โดยเฉพาะด้านอากาศยานไร้คนขับ ซึ่งเข้ามามีบทบาทมากขึ้นในภาคอุตสาหกรรมต่าง ๆ ของประเทศ ซึ่งนำมาซึ่งความเจริญทางเศรษฐกิจ ความมั่นคง จึงได้จัดทำหลักสูตรด้านอากาศยานไร้คนขับขึ้น ปัจจุบันมีทั้งหมด 11 หลักสูตร โดยครั้งนี้ได้ฝึกอบรมให้แก่เจ้าหน้าที่จากกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช ในครั้งนี้ เป็นหลักสูตรเริ่มต้น เพื่อพัฒนาทักษะการบังคับโดรน การวางแผนการบิน และความรู้เบื้องต้นเกี่ยวกับกฎระเบียบ เพื่อให้ผู้รับการอบรม สามารถนำไปประยุกต์ใช้ในภารกิจต่าง ๆ ได้อย่างปลอดภัยและมีประสิทธิภาพ ซึ่ง สบพ.พร้อมจะสนับสนุนส่งเสริมการพัฒนาบุคลากรด้านการบิน ของกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมในโอกาสต่อ ๆ ไป
โดยการฝึกอบรมในครั้งนี้ เป็นภารกิจหนึ่ง ภายใต้บันทึกข้อตกลงความร่วมมือระหว่าง สบพ. และบริษัท
อีซี่ (2018) จำกัด ในการพัฒนาบุคลากรทางด้านการบินอากาศยานซึ่งไม่มีนักบิน ซึ่ง สบพ. กำลังจะจัดฝึกอบรมให้แก่เจ้าหน้าที่กรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช ในรุ่นต่อ ๆ ไป รวมทั้งเปิดฝึกอบรมให้แก่หน่วยงาน บริษัท สถานศึกษา และบุคลากรภายนอกที่สนใจอีกด้วย ซึ่ง สบพ.มีอาจารย์และบุคลากรที่มีความเชี่ยวชาญ พร้อมให้ความรู้และประสบการณ์ภายใต้หลักสูตรโดรนที่หลากหลาย ตรงตามมาตรฐานของสำนักงานการบินพลเรือนแห่งประเทศไทย หรือ CAAT ในโอกาสนี้ ดร.พันศักดิ์ เนินทราย รักษาการรองผู้ว่าการฝ่ายวิชาการ สถาบันการบินพลเรือน ผู้อำนวยการกองวิชาบริการการจราจรทางอากาศ ได้มอบประกาศนียบัตรผู้ผ่านการอบรมหลักสูตรดังกล่าว จำนวน 104 คน โดยมีคณาจารย์ สบพ.ร่วมแสดงความยินดีในครั้งนี้
CATC Holds the “Unmanned Aircraft Pilot for the Beginner Course”, Class 3-7.
On December 23, 2024, Miss Pukkanut Makchouy, CATC President, presided over the opening ceremony for the Unmanned Aircraft Pilot for the Beginner Course, Class 3-7. On the occasion, Mr. Narapat Kaeothong, Deputy Minister of Natural Resources and Environment, Mr. Nutcha Likhitkitwoerakul, Advisor to the Minister of Natural Resources and Environment, Mr. Asawin Romeprasert, Director of Easy (2018) Co.,Ltd., and CATC executives, were honored to attend the aforementioned opening ceremony. The training of the Unmanned Aircraft Pilot for the Beginner Course, Class 3-7, was conducted for 104 participants who were personnel from the Department of National Parks, Wildlife and Plant Conservation. The theoretical training and practical training were conducted from December 23-24, 2024, at the Building of Aviation Human Resource Development Center, CATC, Bangkok.
Miss Pukkanut Makchouy, CATC President, stated that CATC, as a state enterprise operating work under the Ministry of Transport, was established as a specialized training organization in aviation. It perceived the importance of producing aviation personnel in all types, especially the unmanned aircraft pilot. Aviation personnel played an important role in diverse industrial sector of the country, leading to the advancement and prosperity in economy, and security. Therefore, CATC has prepared its courses, regarding the unmanned aircraft pilot. At present, CATC has 11 courses, altogether, to offer to relevant personnel. This time, CATC conducts the Unmanned Aircraft Pilot for the Beginner Course Training for personnel from the Department of National Parks, Wildlife and Plant Conservation, in order to develop and improve the participants’ skills in drone controlling, planning on drone flying, and disseminate fundamental knowledge in rules and regulations. The trained participants would be able to apply knowledge and skills with work and missions with safety and efficiency. In addition, CATC is ready to promote and support the skills development of aviation personnel from the Ministry of Natural Resources and Environment in the following opportunities.
This aforementioned training was considered one of the missions under the memorandum of understanding (MoU) between CATC and Easy (2018) Co.,Ltd., involving the development of unmanned aircraft pilots. CATC is going to conduct more classes of the next course trainings, for the personnel from the Department of National Parks, Wildlife and Plant Conservation. Moreover, CATC will open courses to train organizations, companies, educational institutes, and personnel from external agencies that are interested in unmanned aircraft or drones. CATC has qualified instructors and personnel with expertise; they are ready to disseminate knowledge and share experiences in the diverse courses on drones. This meets the standards of the Civil Aviation Authority of Thailand (CAAT). In this opportunity, Dr. Pansak Nernsai, Acting Vice President of Academic Affairs, CATC, and Director of Air Traffic Services Division, granted certificates to the 104 participants of the Unmanned Aircraft Pilot for the Beginner Course. The CATC instructors took an opportunity to congratulate the Course participants.
